Like it or not, love him or loathe him, David Cameron has proved himself to be a competent and capable leader in his first year in Number 10. He has shown himself to be easily the most adaptable Prime Minister of the 21st century and perhaps the most versatile and formidable party leader too. He has embraced the unique hurdles and challenges of coalition government to at once deliver radical policy his party believes in and please the electorate. He has vowed not to make the mistake of Tony Blair’s early years, in which political capital went unspent. He’s taken a blitzkrieg approach to numerous important issues and departments, somehow taking most of the country with him through a combination of confidence and yellow human shields.
Ed Miliband on the other hand, has been constantly under fire from both the media and Britain as a whole, and his own party. His leadership is generally, and not unjustifiably, characterised as ineffectual and inactive. He has more often than not chosen to stand by and do nothing but protest vocally at government plans. He has claimed to be the voice of Britain’s ordinary people and its “progressive majority”. His critics say that this majority doesn’t exist and even those that think it might, recognise that it has to be earned and forged from blood, sweat, tears and most crucially of all, policy.
Labour under Ed Miliband has produced almost no policy. His supporters and aides will argue that he’s been focusing on healing Labour’s image, bruised and battered by thirteen years of controversial government. But there has been no clear rebranding or change of direction either. The publication of elder brother David’s would-be acceptance speech last week highlighted just how much more Ed could have done from the start. I was critical of David’s lazy leadership campaign and even praised Ed’s more concrete vision. Looking at David Miliband’s speech though, it’s hard to argue with those who say he would be doing better as leader right now.
The speech sets out the deficit as Britain’s key political argument. It simultaneously does more to defend Labour’s record in government and admit its mistakes than Ed has done. It systematically addresses key areas with attractive focus; Ed’s speech tended to waffle more generally, focusing on alerting the world to the fact that he was an alright sort of guy. Well now we all want to know what he’s going to do to prove it.
To make things worse for the victorious Miliband, his shadow cabinet has hardly had time to settle. Alan Johnson didn’t last long as Shadow Chancellor. There has already been more than one reshuffle. Ed Balls, finally in the role he has craved for so long, is Labour’s only ray of activity. Last week he announced the one concrete policy they have in opposition; increase the bonus tax on bankers. Balls intends to gather support from rebellious Lib Dem and even Conservative MPs to push a Bill through Parliament that would take more money from the banks to fund employment schemes for the young and house building projects; to stop the rot on growth.
Now it’s obvious that one of Miliband’s weak points has been his inability to do much else besides bash the banks. Credible Prime Ministers cannot afford to make such powerful enemies or be defined by the one headline grabbing policy. But the plans of his money man Ed Balls are exactly the type of thing Labour should be doing more of. The government’s refusal to invest in the economy or change course on its programme of cuts is doing lasting damage. Labour cannot afford to just talk about this. They should hit the coalition where it hurts; by acting to safeguard the national interest it claims to be working for.
And Miliband could go further. He could say that a Labour government would not just build homes for struggling first time buyers but insist that they are all green. Labour needs a new stamp that marks out policy as theirs, which goes further than simply investment vs. cuts. As David Miliband set out, Labour has to acknowledge that it will tackle the deficit; the question is how will it do it differently?
Ed should make it abundantly clear that he is proposing policies for consideration now, intending to pass them now because to act too late would let the state of the economy and the government’s initiatives do irreparable harm. More house building would kick start the construction industry; more homes would get the property markets moving and add stability to a fragile, slow recovery.
Miliband has continually fallen back on the fact that the party in opposition traditionally keeps its cards close to its chest until an election. People should not be expecting him to be outlining detailed policy now, he says. I defended criticisms of him early on by using the argument that he shouldn’t rush through thinking about such important issues. But he has had time now. He must have some ideas. And he needs to start sharing them.
This is not an ordinary government. The coalition can be stalled, halted and persuaded on almost any issue. Parliament is not a sea of blue and carefully selected opposition proposals could become law. The NHS “listening exercise” and the rethink of Ken Clarke’s justice reform are examples from the past week alone where Cameron has been swayed enough to track back. Ed Miliband needs to do something bold to win the respect of voters. Disclosing genuine alternatives in full and frank detail will show that Labour care enough to act in the country’s interest, not their own.
I write just hours after both leaders in the contest for the nation’s political affections made important speeches on policy. As is the trend of late, it was David Cameron’s that made the greater impact. Speaking to a meeting in London of a foundation called GAVI, backed by Bill Gates, which provides vaccines for the world’s poor, the Prime Minister would have won over voters usually hostile to all things Tory.
His detoxification of his party has been enormously successful and pledging £814 million (the biggest donation of any nation) to an effective charity, goes a long way to satisfying his own voters, thanks to a clear strategy, and others in the electorate. With one speech Cameron scored moral points as well as talking convincingly about finding a clear foreign policy role for Britain based on duty, encouraging private sector growth and stable, democratic government.
Miliband’s speech was also important. It aimed to win back the agenda of community from Cameron, who has dominated the thinking of voters even with his unsuccessful Big Society idea. Miliband talked of responsibility and made surprisingly tough statements about those who didn’t give back not receiving welfare support. There were strong strains of the Blue Labour ideology Miliband recently endorsed, which focuses on democracy and accountability at the grass roots. It was about the overall narrative direction of Miliband’s leadership and designed to answer critics.
However whilst it’s important Miliband finds a stronger and more defined guiding vision for his party, action is what the public wants from him now. For an opposition leader options are limited, so action essentially means policy announcements. The Labour leader needs to be braver and take some gambles with his leadership, to both win over the country and protect it. No one will reward him for waiting until the election.

Cast your minds back to the days of the last election. All the talk was of cuts and the campaign was curiously short on optimism. Nick Clegg rocketed to popularity because of his outsider status and a rare ability to sound slightly hopeful about the odd issue. Cameron and Brown battled over grim details, tainted by all that had gone before. One of the few rays of hilarity to shine out of the darkness was the very British ridicule of one of our current Prime Minister’s key policies and publicity stunts.
I’m referring, of course, to Cameron’s notorious airbrushed poster campaign. The abnormally clean image of the old Etonian presented on billboards everywhere to the entire nation, took the Tory drive for renewal to the laughable extreme. Dave was not wealthy and out of touch, merely handsome and approachable. As funny as the image and tactics themselves were however, it’s the snappy quoted message alongside his shiny face coming back to haunt the Prime Minister now.
I certainly do not pretend to even partially comprehend the reforms to the NHS this Conservative led government is proposing. Indeed the lack of understanding from its own ministers seems to be a large part of the problem. And it’s no secret the Conservatives have long planned a shake-up, fuelled by the steadfast belief of their long serving top dog on health, Andrew Lansley. However whilst the faults and flaws of the plans that are becoming clear are extremely important, in terms of political capital and strategy for Number 10, they are in many ways besides the point when it comes to that infamous election promise.
“I’ll cut the deficit-not the NHS” translated for voters to “This is a new kind of Tory party that treasures the NHS above all else. We will not mess with it anyway.” Cameron will argue his promise did not say he wouldn’t change the NHS and that it needs modernisation for the better. But he knew the implication of his promise and the votes it would win him. His protestations about the benefits of his reforms will therefore mean little to those his promise swayed.
It’s also especially hollow given that the Prime Minister has since watered down and diluted that concrete pledge, which formed the symbolic heart of his campaign, again and again and again. First it became merely a safeguard for frontline services and then promised improvements, like an increase in the number of midwives, were scaled back and ultimately scrapped altogether, with even plans to maintain current numbers reversed. Fears about privatisation which the reasonable man might have attributed to overzealous, sensational leftist press, are now emerging to have hard evidence behind them. 50,000 jobs are set to be cut. How exactly is this not cutting the NHS?
If the workers within the system themselves were in favour Cameron would have a much stronger argument. But countless GPs have written to newspapers, as well as other types of professional, warning against the changes as unnecessary and damaging. The Prime Minister continually insists that locals have the right to opt in our out, but what are those that oppose and don’t sign up to the scheme meant to do? Even in my quiet rural area GPs feel overworked and many local people distrust the vested interests of certain doctors. Is handing over the biggest budget in the country to them really a good idea and what people want? It’s doubtful if the new system will even be able to produce what the public need.
Another argument constantly wheeled out by the Tories is the pressing need for modernisation and reform, which make it necessary. There is nothing necessary about these plans though. Whilst the health service has its flaws, the current system leads to a mostly positive service. There are undoubted challenges in health care such as an ageing population and emerging drugs, which often seem insurmountable. Government proposals do not do enough to ease the burden and according to many that know, they actually complicate the fight. For a leadership so keen on cutting the deficit, you would think that such costly, ideological plans could wait for better times.
It would also do more good in the long run, and reduce the deficit substantially, to work out some realistic spending priorities centrally. Vital areas and treatments need to be protected nationally and things the NHS can’t afford to provide should be phased out. The private sector does have a role but it should grow independently of the NHS and take up the slack for treatments it shouldn’t be wasting resources on. Taxes and other initiatives should encourage healthier living. Devolving decisions to GPs is no magic pill, no silver bullet and it doesn’t even equip the NHS for the critical, worsening challenges it will face in the future. It would be a far more sensible decision for the government to begin a nationwide debate about what we expect, want and need from our NHS now. It would fit with the “new politics” of plural cooperation and potentially produce actual solutions.
Perhaps the main reason the government looks less likely to bow to pressure from the public on this issue is the Prime Minister’s ego and pride. He’s been happy to recognise the weaknesses of coalition and concede on issues like the forests and sport in schools. But the NHS plans are too inextricably linked to Cameron’s personal brainchild; the Big Society. Its philosophy of localism and choice in the community over centralised solutions marries nicely with Lansley’s ideas for health. The health reforms open the way for the sort of community cohesion and interaction, fuelled by voluntary, charity involvement, that Cameron wants to see. He genuinely believes it’s the path to a social recovery for Britain that’s sustainable and empowers government to do what it does best, as well as liberating people from the state. He’ll continue to be blind to all the irreversible wounds the “reforms” will inflict on the NHS itself and his popularity with the people as long as it remains tied to his vision. His recent attempt to re-launch the initiative demonstrates his huge commitment; it cannot afford to fail.
The real shame for the country and even the Conservative party, is that Cameron’s election pledge could have been a clever way of dumping a responsibility and challenge for maximum political gain. His implicit promise of not touching the NHS meant it could have been left as it was, a gargantuan issue for a future administration to tackle, ticking over just fine for the time being. There are after all, enough problems for the coalition to face. If this government had done mostly nothing on health, the public would have thanked them for it, the Conservatives especially. But Cameron is so determined to be radical and appear to be so, that he will press on, regardless of the consequences. It may prove to be the well meaning project that took his remodelling of the state too far.

It’s a cliché that you can’t rely on politicians for anything. But as I recently discussed with someone, clichés are clichés for a reason. Most people think that you can at least rely on MPs, particularly party leaders, to be dishonest and always on the lookout for an opportunity to score cheap points against their rivals and amass political capital. However Britain’s recent icy snap proved there are depths the media strategists will not dare sanction for their employers to sink to.
It really is a mystery why no one had the guts or guile to pounce on the targets laid bare by the blankets of white stuff. About a month ago I was reading an article in a hotel lobby in sporadically sunny Spain. Back home the country had already groaned to a moaning, bemused halt under the weight of the snow. This article was in The Times and I forget the identity of the writer, which is regrettably locked behind Murdoch’s News International Paywall. It made the very interesting point that neither leader of the two main parties had utilised a huge moment to deliver defining, resonant messages. The snow touched every single person in the country. It was a destructive but unifying force. The potential for delivering a knockout political blow was immense.
And yet our notoriously backstabbing, corrupt, two-faced politicians did nothing. Well nothing worthwhile. Of course there were the usual gripes about lack of planning and the inevitable shortage of grit. Labour had its half-hearted dig at the government, knowing full well it couldn’t overdo it because the previous administration had been responsible for much of the preparation. Most surprisingly of all, I remember the article in The Times highlighting, was David Cameron passing up his moment to finally win the public’s hearts over to the “Big Society”.
With all the complaints about councils failing to grit icy pavements and elderly neighbours slipping and sliding to serious injury, surely this was Dave’s moment to urge us all to lend a helping hand? This was the closest we were going to get to a modern day Blitz spirit. Everyone was out enjoying the beautiful change, waving to complete strangers, engaging in snowball fights; except those blocked in and cut off. Free those trapped in your area, band together and get by, show the true power that community still had. The Prime Minister said none of this and his chance to convey what his key policy might mean in reality was quickly gone.
It would have been an extraordinary moment for a Prime Minister under fire to show leadership and go on the offensive with a more optimistic message. The distraction from constant protests against cuts would have been welcome and may have lingered memorably in voters’ minds, but instead Cameron chose to wait it out till Christmas for his respite. Ultimately his characteristic caution probably held him back from any such message. It would have been open to ridicule. Evidence, his critics would say, that the Conservatives are leaving you to do it all alone, another excuse for incompetent governance, dressed up as positive ideology. Those criticisms of the “Big Society” might be true and are longstanding, but if Cameron genuinely believes in his policy then why did he have reservations about seizing his best opportunity yet of hammering its message through?
There seems to be an unwritten rule that a crisis caused by natural causes is off limits for use as political ammunition. Even so it is perhaps even more surprising in some ways that Ed Miliband didn’t capitalise on the snow. Miliband didn’t have a readymade policy to bolster like Cameron, but he needs to set his party on a new, distinctive course at some point. As a former Climate Change Secretary he could have pointed out the changing nature of Britain’s climate and the more frequent occurrence of extreme weather. He could have been extremely bold and announced that Climate Change would become a central, unifying theme of all Labour policy, especially now that it was proving directly damaging to the UK economy and its citizens everyday lives. However he needn’t have been so specific to achieve an effect, and with his policies still under review a vaguer, flexible approach would have been preferable. He could have simply called for greater provision to deal with such extreme conditions in future and indicated how Climate Change would be one of several of his key priorities, whether he meant it or not. This week Miliband demonstrated he could make decisions and announcements that were at once cynical and correct. Declaring he wished to see the banking bonus tax extended is sensible but he is only willing to commit to this policy ahead of so many others because it wins support. Why then did he not show similar political pragmatism with the snow?
Of course ideally Miliband would have used the snow as a platform, from which to launch a new sustainable set of policies which would see Britain cope better with such circumstances in future and begin an inspiring new assault on Climate Change. Sadly such genuinely motivational and good natured politics is so rare no one expects it. It is reassuring though that some areas, perhaps still considered by some to be acts of God, are still considered off limits for cheap, manipulative political point scoring.

I urge you to click on the link above. It showcases a picture that on its own speaks louder and more persuasively than words, as is often the case with the most poignant, the most real, of images. I was protesting again at the Coalition’s planned education cuts and tuition fee proposals on Wednesday, two weeks on from the mass protest in London. This time, marching again towards Parliament Square, police embarassed by scenes at Millbank last time, swiftly penned in an estimated 5,000 or so students and others. This time round a sizeable proportion of the imprisoned were youthful further education students or even younger children anxious about the withdrawal of the EMA payment. I could rant for ages and ages about the feeling of panic within the zone of “containment”, the occassional scares and the immorality of a tactic that bottles up the peaceful with the volatile and violent with nothing in the way of protection or shelter. I could try and articulate reasoned arguments against the cuts as I have done before. I have desperately strived to pierce the media bubble trying to obscure the reality of peaceful, promising and clever youngsters banding together with photos of smashed glass and police vans daubed with vulgar graffiti. But click on the link above and the image, combined with Jonathan Jones’ concise explanation, will smash the contrived mood of violence and put forward a compelling argument. It shows, as Jones points out, school girls with an understanding of the media and the world beyond their years, with a sense of history, a peaceful nature and a passion for politics that will be stifled along with their intellectual promise by the cuts proposed. Last week’s Strategic Defence and Comprehensive Spending Reviews brought out the best and worst of the British political system. In particular the format of Prime Minister’s Questions, with two opposing teams hurling groans at one another, was shown to be both redundant and formulaic on the one hand and sensible and necessary on the other. In the majority of recent encounters in the chamber, the Prime Minister David Cameron has used the inexperience of his new opponent Ed Miliband to derail any challenges before they can gather steam. He stands there, shaking his head at the indignation swelling from the Labour benches, moaning about the shambolic economic legacy they left behind. Rather than accept any alternative method to the path chosen by his coalition, he puffs out his chest and talks patronisingly as a wise old figure, one that has been there and done it. “You cannot attack a plan without a plan” he tells Miliband, is something he learnt from his time in Opposition. Miliband must be desperate to slam the Prime Minister for his sheer cheek and hypocrisy. After all it must be obvious to anyone that Miliband and his new Labour front bench will need time to devise an alternative to Cameron’s cuts, just as he and George Osborne took time to decide where the axe would fall hardest. And given the way Cameron did a drastic u-turn on economic policy after the banking crisis, guided by ideology and the opportunity for massive political gain, it must pain Miliband to watch the Prime Minister get away with his own allegations now. But sensibly, rather than lose his cool, Miliband has stuck to a reasoned, calm approach to PMQs that should quietly serve him well if he can keep it up.
It’s been difficult for Miliband to land any decisive blows, given that Cameron’s catch all defence of the deficit still seems to hold sway with voters. But Cameron must know that he will not be able to pass the buck forever, and soon it will be the policies of his own government being judged and assessed. He must hope, for example, that circumstances do not change and Britain does not need to fight a conventional war within the next ten years. The decision to go ahead with the construction of two aircraft carriers was made inevitable due to the costs of cancellation bizarrely exceeding the build itself, but surely it would have made sense to provide these carriers with strike capability, if they had to be built? As usual Cameron blamed Labour’s legacy of overspend and for the most part the defence budget was balanced in a way the Opposition could not disagree with. The vital parts of the military’s capability, such as those operational in Afghanistan, were protected and excess necessarily trimmed. Provision was made for the emergence of new threats such as terrorism and cyber warfare, and strengths like our Special Forces were recognised and reinforced with additional funding. In fact the only real disagreement Miliband had with the SDR was the fact that it was rushed and made more about cutting than equipping the nation to protect itself. This led to a largely pointless session in which Miliband reasserted this main theme.
Of course Miliband was right not to challenge strategic advice for the sake of it, and I am not saying he should have. However there were certainly other approaches that could have been taken to the review and some will regard it as an opportunity dangerously missed. Why, for example, did the majority of the defence budget still deal with threats deemed extremely unlikely, and a far smaller portion dedicated to combating new, ever present dangers? The intelligence services did receive a funding boost but many will say that the real threats are still not properly dealt with, in favour of costly projections of power such as carriers and troop numbers. Critics will argue that in a time of austerity the money safeguarded for outdated areas of defence, which aim to maintain Britain’s world power status but fail, would be better spent on public services and assets the country has that could broadcast our influence globally in other ways. The big decision on Trident was essentially postponed. Millions of voters would happily see Britain’s nuclear deterrent decommissioned, especially when the equivalent cost of schools or hospitals is drawn in stark comparison. Despite all the political talk of fairness doing the rounds at the moment, the views of millions will go unheard. And it’s very hard to believe in the so called fairness being dished out when it is controlled by establishment figures from a wealthy, elite background and they are failing to deal with the looming problems of the future.
There was of course far more fundamental disagreement between the coalition and Labour over the Comprehensive Spending Review. It’s practically impossible to get a firm handle on all of the cuts, as they are so widespread. It’s clear though that some will lead to greater unfairness and inequality, and Labour should rightly fight them. However lame an excuse it is though the Prime Minister has a point about Labour’s lack of an alternative plan. So far the only thing Miliband and his Shadow Chancellor Alan Johnson have come up with is a promise for more taxation on the banks, which is good but would need to be carefully implemented, and an archaic stimulus package for growth. The emphasis on growth is right but too vague and will need to be contrasted favourably with the coalition’s overreliance on a private sector driven recovery. The growth should also be modern and sustainable, so to hear Johnson talking about road building projects sounds like something from Germany or America in the depression hit 30s.
It seems that all the major parties are happy to surrender the green agenda in the current climate. Miliband, once Energy and Climate Change Secretary, has done absolutely nothing since becoming leader to demonstrate a commitment to the challenge and a disheartening impression that green issues were always simply a means to end for him is developing. Cameron will no doubt continue to call his government the “greenest ever”. Whilst he may have cancelled the third runway at Heathrow, and he may not be proposing outdated road building programmes, he is providing little actual public investment for much needed green power sources. Plans for a barrier on the Severn estuary, which could have potentially generated 5% of Britain’s energy needs for zero carbon output, were dropped in the spending review. The efficiency of the technology was questionable, but it’s the sort of ambitious project that someone ought to be championing. Labour kicked up a little fuss, despite it fitting their ideals of investment for sustainable jobs and growth.
At the moment there is a sole Green voice in Parliament, that of party leader Caroline Lucas, speaking up on these issues. Of course this does not accurately reflect the extent of support for the Green party at the last election. Under a truly representative voting system the Greens would have more MPs based on the last set of results. But should the system be made more fair then without a doubt more still would vote for not just the Greens but whichever fringe party they genuinely thought to have the best policies and that cared about the right issues. Given the crisis of confidence in British politics recently, I can think of no better breath of fresh air and accountability than a more democratic, modern system of election. Next May we’ll have the chance to vote for real votes. And with any luck the defenders of the establishment will fail and the next time decisions as important as those made in the CSR are carried out, thousands of previously silent people will have a genuine voice.
I passionately believe that without fairer votes honesty cannot be restored to politics. And not only honesty but the ability to inspire. Votes that count will inspire people to use politics as the vehicle for real, progressive, needed change. I’m saying YES to the Alternative Vote and I hope you’ll join me.

David Cameron’s speech to the Conservative party conference in Birmingham yesterday was an accomplished rallying cry and an impassioned response to his critics. Of all the party leader’s speeches during this conference season there is no doubt that Cameron’s was the most polished and technically the best. He stood out as a Prime Minister and appeared like a leader, completing a transformation from head of the Opposition to the most experienced politician in Britain. He sought to counter Ed Miliband’s claim that Labour were the optimists now with his own stirring note of idealism. However in doing so he once again missed an opportunity to spell out his message clearly to the country, opting instead for reams of empty rhetoric that made excellent sound bites but often contradicted each other.
Most strikingly Cameron again tried to explain what he meant by the “Big Society” and again failed catastrophically to render it a reality accessible to voters. In his haste to counter the new Labour leader’s charge of pessimism, Cameron swung dangerously into the realms of wild over optimism. In the speech he simultaneously claimed that his coalition government was both realistic about what it could achieve in power and optimistic about what government could achieve in partnership with the people. In principle this all sounds lovely of course. Of course government should concede it cannot solve everything by decree and ask cooperation from its people, whilst also setting high standards of achievement. In reality though Cameron has no credible claim to the titles of both realist and optimist. He must choose one or the other to define his leadership. He let the tone of his speech tip into an unrealistic optimism, probably due to that desire to stop the Labour revolution in its tracks. He blasted the “cynics” who would pour scorn on his “Big Society” rhetoric and indeed it was a clever ploy from the Prime Minister to call on the people to come to the aid of the nation, with grand, fluffy, empty rhetoric, and offer nothing concrete. Those who criticise Cameron’s speech for its lack of substance will be easily labelled as non-believers, as statists who do not trust the brilliance of the British people. Cameron therefore tried to lay a trap for opponents of the “Big Society”. But there is a reason I continue to put the “Big Society” in inverted commas, and it’s the same reason voters and indeed Conservatives distrust the policy; good idea in principle, but it’ll never work in practice.
Again Cameron failed to articulate what the “Big Society” would actually mean in terms of government policy, besides him praising voluntary organisations in speeches and urging everyone to go out and get involved. Rhetoric and the lifting of restrictions alone will not drastically change people’s behaviour and therefore the country. The kind of society Cameron claims to want, one that rewards contribution and discourages excessive consumption, simply cannot happen without at least some prompting by central government. It is also confusing that Cameron should place such an emphasis on contribution and consumption, areas that would be better suited to alterations in tax policy, when his government has vowed to tackle the deficit predominantly through spending cuts. On the other hand Cameron did make it clear he wanted a state that was better run, more powerful and within the means of government. Again this is sensible in principle, but shockingly for a government claiming to be the “greenest ever”, Cameron simply refused to utter the word “sustainability”.
To have made sustainability a key theme of the speech would have given it greater direction and purpose and clarity. It should also be made a more important plank of his government’s policy agenda. At the moment it is an area that lies wide open for Ed Miliband’s “new generation” to seize upon and exploit. Cameron’s deficit slashing philosophy, he was at pains to point out, was not simply ideological but a necessity. However the public is already convinced that the cuts, whichever party implements them, will be in some way driven by that party’s ideology. An ideology containing the idea of sustainability would be far easier to justify than the abstract notion of the “Big Society”.
Cameron also hinted at a promise that after the pain there will be rewards. He should have placed much greater emphasis on his long term goals and how action now would lead to sustainable rewards in future, but he was perhaps deterred by the short term nature of the coalition. He was also perhaps put off of any mention of “sustainability” because a truly sustainable recovery, that really could end “boom and bust” as Gordon Brown once rashly promised, would require substantial investment now to ensure growth, energy supplies and long lasting jobs. Cameron is simply not prepared to take the gambles required of the “greenest government ever”. His brush with the backlash of child benefits cuts this week has reinforced to him that it is difficult to justify changes of policy, particularly from those promised in manifestos, to the media and electorate. He will therefore not be seen to spend now, even if that spending is necessary because of what he has previously said. So despite the obvious passion and idealism of his speech, his actions as Prime Minister suggest that Cameron is happy for the “Big Society” to remain a vague enigma, which will inspire some, baffle many and prove largely immune to damaging criticism, as critics will remain unsure as to what it is they object to. And if the Prime Minister was truly serious about lifting the burden of debt from our children then he would also use the shield of coalition to act in the “national interest” now to avert a legacy of unalterable climate change for them to inherit.

Peter Morgan may or may not see his script for the 23rd James Bond film become a reality, and it may or not be a picture directed by acclaimed director Sam Mendes, but Morgan has certainly not struggled to make films about former Prime Minister Tony Blair. Equally serial impressionist Michael Sheen has not found it hard to play the charming leader, taking on the role in previous dramas The Deal, The Queen and now The Special Relationship. Sheen has made a living out of playing real people, from the chaotic camp of Kenneth Williams to the masculine self assurance of football manager Brian Clough and he has always fitted snugly into Blair’s recognisable suits and effortlessly donned his trademark grin. As with Morgan’s previous examinations of Blair The Special Relationship looks at a particular period of this remarkable man’s life through a narrow lens with a small cluster of essential characters. This is the story of Clinton and Blair; the President’s influence on the Prime Minister, the wives influence on the two men’s friendship and the advisers grappling with how best to make use of such ideological and personal bonds.
Blair’s devious tabloid spin doctor Alastair Campbell slammed Morgan’s latest drama before it premiered on BBC2 on Saturday night as a complete work of fiction bearing almost no relation to the facts and events as they happened. Now whilst it must be true that Morgan wielded creative license to craft a number of personal scenes between the two leaders and the leaders and their wives, as he cannot have known the content of such intimate chats besides glimpses from memoirs, Campbell’s utter rejection of the drama’s credibility may be down to his own less than flattering portrayal. The special media adviser appears to be a brash, sneering and crude presence throughout. He represents the dark side of Blair he had to embrace in order to haul Labour out of Opposition in a new media age, a dark side of tabloid manipulation and sinister back stabbing and sordid scandals. Campbell is less of a character in Morgan’s drama than a commentator providing rolling coverage of the headlines at the time, highlighting the worst of public bloodlust and opinion, slipping in details that both provide background and represent the scale of the struggle Blair faces to get things done, when faced with an indifferent public more motivated by the shape of a President’s penis than his foreign policy commitments.
In fact given the political nature of the subject matter it’s hard to get to know any of the characters in The Special Relationship, because we don’t know them and neither did Morgan writing the script. We recall the events of the time, remember the urgency they tried to convey in their speeches and are familiar with their managed images in front of the flash bulbs. But even when we see Dennis Quaid’s brooding Clinton, seemingly drained by scandal and the web of lies he has entangled himself in, it’s impossible to deduce the sentiment of the man, he’s presented as a blank, an enigma of a stress deliberating how best to handle the political fallout. Hillary is arguably the most lifelike character in this drama and she is sensitively played. The restrained emotion is there, visibly only just in check but her ambition and necessity trap her in her situation. She doggedly soldiers on.
The events, somewhat inevitably, are major characters in themselves in this historical drama. That’s not to say we don’t get insight into character; it’s clear early on that despite Clinton’s insistence that Blair owes him nothing he expects good old Tony to tow the line. Initially he does so, movingly and hesitantly sticking his neck out over the affair, but when Blair makes a stand on Kosovo Clinton is not prepared to be in Blair’s debt, he was always managing the upstart Brit whatever the praise. It’s when the plot gathers pace over the Kosovan crisis that this drama comes into its own, engaging far more than the early, plodding set up of the Clinton-Blair relationship. Blair refuses to be politically positioned like a pawn by Clinton and the stage is set for confrontation. Churchillian like speeches full of inspiration captured the mood of the new millennium, a mood of optimistic cooperation in which every nation with a moral compass could play its part and make a genuine difference, a mood banished by 9/11 and the subsequent retaliation. It’s odd to think that Clinton’s America, although led by an adulterer, was more trusted and respected around the world and that Blair was able to harness goodwill felt towards it.
Blair’s boldness wins over the American press, with gushing approval ratings calling for him to run for the Presidency. Throughout the piece however the more experienced Clinton urged Blair to consider his legacy, not just fickle opinion polls, and whilst it may seem triumph in Kosovo secured it for Blair we all knew it was to be eclipsed, and the drama ends ominously with his heart and mind in the right place, committed to a pragmatic, meaningful relationship with new Republican President George Bush, but ultimately to underestimate and be sucked into a damaging legacy he would never shake off. Popularity would pass by Tony Blair just as it passed for Bill Clinton and both men arguably spurned opportunities to make use of it. The Special Relationship of progressive centre left leaders, leading the world in a unified, positive banishment of right-wing politics to the dark ages never truly materialised. Morgan’s drama ends by asking topical questions raised by the release of Blair’s memoir; did Blair waste his legacy and was he ever the politician he claimed to be, given his current support for the coalition, or was he just a self-centred man grabbing his place in history with both hands, wherever he had to reach to? Whatever the answers, despite Clinton’s warning to Blair that rhetoric alone is not enough, both leaders had moments in this drama that demonstrated the enormous power of words in the hands of a politician and leader, the power to ignite, transform and inspire, but also sadly, to disappoint.
