2011 is already shaping up to be a hugely important political year. We’ve had the Arab Spring and in the last couple of months alone, landscape shifting national crises in phone hacking and the riots. Coalition government is still a whole new kettle of fish that could boil over at any moment. No one’s quite sure, still, where Ed Miliband is going to take the Labour party. The Euro continues to dance with death. And Obama may have killed Bin Laden but is yet to throw his own economy a convincing lifeline.
Amidst the naming, shaming and blaming in the aftermath of England’s rioting, debates about coalition cuts and reforms have once again been lost in the robotic chanting of ideology. Earlier this year the general public mobilised in a reassuringly democratic fashion to force a pause or “listening exercise” in NHS reform. There are whispers in some parts that David Cameron and Andrew Lansley intend to ignore the concerns of the people, under the radar. But Nick Clegg, following his electoral and referendum humiliation in May, ensured us he’d keep an eye on them. Trouble is no one trusts him anymore.
What I’m about to write is more personal than political. I’ve said before that all my political writing has an element of my personality, in that I do my best to express strong opinions, beliefs or half formed ideas I’ve concocted from things I’ve read or consumed. Even professional political commentators are aware that their own preferences influence their coverage. But I’m the first to admit that, as a young man, I am often dealing naively in the abstract. My opinion on defence cuts or the symbolic importance of the Euro is rather ignorant and useless in reality. The NHS however is for all of us and can affect the quality of our everyday lives dramatically. We should all feel able to speak out about its future.
In late September I will begin university life after a gap year I probably wouldn’t have chosen to have. A couple of years ago I was very ill. I lost a lot of weight and barely ate anything. I was frequently in severe pain and unable to socialise with friends in the summer holidays. I could muster enough energy to complete school work and little else. Eventually I was diagnosed with the digestive condition, Crohn’s Disease (http://www.nacc.org.uk/content/home.asp).
After passing through various rungs of the National Health Service I found myself with a steady and capable team of staff at the Inflammatory Bowel Disease clinic of my local hospital. A variety of treatments got me through Sixth Form and I was relieved to do well in exams, unaffected by the Crohn’s. In order to continue my recovery I chose to have a gap year, although it didn’t feel like I had much choice. I simply had to get healthier.
I started a new treatment of fortnightly injections. This was intended as a longer term solution because I had been taking powerful drugs that could have harmful side effects in the future. Thankfully the injections worked and continued to do so. I could return to a “normal life” with the limitations of my condition minimised. I felt grateful to be as healthy as I could be. My worries were mostly those of ordinary people my age and I was able to grow as a freelance writer and enjoy the year.
Now though health related stress is making a comeback. With university imminent I am organising the altered delivery and storage of my treatment. And at the last meeting with my doctor a few months ago I was told that the National Institute for Health and Clinical Excellence or NICE, who are basically in charge of what doctors can spend on expensive drugs, would want to reassess my case at some stage. The guidelines say that if you’ve been well for a year you should be taken off the costly treatment. I was assured this wouldn’t happen during my transition to university but I am not naive. At some point the decision will be taken away from my doctors.
So then we come back to NHS reform. I had always been instinctively against the predominantly Conservative proposals. But my doctor said something along the lines of; if it were his choice he obviously wouldn’t even consider withdrawal of the treatment for a long while. David Cameron has constantly talked of empowering GPs and specialists to make decisions like this which could benefit patients like me. Was I against these reforms or not?
The main problem is a lack of understanding. Do you fully understand what is being proposed? I don’t. I’m betting no one, bar those involved with the actual legislation, really does. The pause has actually complicated things further. In fact even those with all the facts of the legislation can’t comprehend every little consequence in real life for real people. Letting doctors decide sounds good. But shouldn’t the bulk of their time be spent treating patients? Shouldn’t someone independent make such decisions?
My attitude towards NHS reform has taught me that whilst I lean to the liberal left or centre with my political thinking, my actual opinions can be rather conservative. Change has always stressed me out in everyday life. If something as vital as the NHS ain’t broke, don’t meddle with it, especially when the country is trying to save money. I got better eventually, that’s all that matters.
I’ve long thought that the real way to help improve standards and ensure sustainability for the future is to cut down the sprawling responsibilities of the NHS, whilst reinforcing vital areas. It seems logical and fair that treatments that aren’t essential should not be given priority. Equally those that bring about their own illnesses should come second to the more deserving and hard done by. We need tougher health based taxes to directly fund the NHS and ease its burden, doing whatever we can to discourage the abundance of drinking and smoking cases that weigh it down. Granted this view comes from the fact that I was born with asthma and have other conditions, like Crohn’s and eczema, I could do nothing to prevent. I hold a selfish view. But then everyone gets their opinions from somewhere and all I believe in is a fair, efficient health service.
Again though what I thought I believed has been turned upside down by what’s happening to me in real life. NICE are the body responsible for ensuring that the NHS spends its money wisely and on those who need it. They are also the body that could at any point in the future remove my funding and leave me without treatment. I might stay healthy or I could plunge back into an illness it will take a long time to escape from. It could be even harder to recover second time round and the injections might not work twice.
The NHS is something Britain is envied for around the world and it is a genuine reason to be proud of our country. Cameron is saying Britain is broken again and pictures of the riots have been beamed out internationally. But we can be proud of the NHS. Overall I am happy with what it has done for me but the uncertainty hanging over my future proves it’s not perfect. It can’t be. It aims to be perfect, trying to make everyone better all of the time. Because it reaches so high it can’t get it right for each individual; whatever politicians decide to do will not change this fact.
But every decision they do make about the NHS will have life changing consequences for someone, somewhere in the system. For people like me
and people far worse off than me. So they should continue to think carefully
and trial new ideas before making sweeping changes. I’ve written before about
the government’s NHS plans but this article is an admission. I do not know
whether it’s best to stick or twist. All I can yelp ineffectually into the
blogosphere is that I hope the decision makers understand the gravity of what
they are doing, and that we keep doing our best to keep up and pay attention.
Do you think you could hack it behind bars? If you’re a Daily Mail columnist you probably dispute the fact that prisons even have bars anymore. They’ve all been replaced you see, with tasty sticks of rock more in keeping with the dangerously liberal, comfortable satellite TV approach to treating filthy criminals. Being locked up is preferable to a five star hotel. Prisons are merely lavishly furnished warehouses for feral beasts that will be released back into the wilds of society unchanged. The fear factor has gone.
Bring back that shit yourself punishment and all of Britain’s ills will be cured. All this claptrap about human rights and civil liberties has been diluting the taste of our justice system since the 60s, so that it’s nothing more than a bitter sip of lemonade. Prisons should punish first and foremost, to act as a deterrent to the bad apples on the nation’s tree. When they fall they need to be crushed into a pulp and left to rot as an example to others; so the argument roughly goes.
Of course films are not the place to look for a frank and faithful look at the realities of prison life. Just because I’m put off a casual mugging by the possibility of gang rapes such as those in The Shawshank Redemption, doesn’t mean that actual perpetrators within the system encounter such things or that they are deterred by them. Cinema is a place for drama, tension and excitement. But a certain mould of gritty British drama always seems to capture something true about the cooped up existence of convicts, whatever the exaggerations.
In the case of Ghosted, the debut film of writer/director Craig Viveiros, the principal truth is that for many men, the haunting consequences of their crimes are punishment enough. There is also a heightened but believable look at the community of prison life, with its rival factions and dominating personalities pulling the strings. And much of the dialogue is insightful but understated, with main character Jack musing that, if nothing else, empty hours in a cell day after day give you plenty of time to think.
Jack (John Lynch) is a sensible prisoner, keeping his head down and away from trouble, serving his time. He is approaching the end of his sentence and desperate to get out to see his wife. But at the start of the film she fails to visit him and blanks him when he calls. Just as freedom is within sight his marriage collapses, destroying his hopes for a life on the outside. Gradually we find out more about Jack, eventually getting confirmation that his young son is dead. He burns most of his pictures of him because “sometimes the reminders are too hard in here”.
With just months until Jack is free, a new inmate arrives in the shape of young Paul, played by Martin Compston of The Disappearance of Alice Creed fame. Paul is immediately welcomed by the manipulative Clay, who is described on the marketing material as a “wing overlord”, which sounds like an all powerful evil super villain, but in reality just means a nicer cell, a mildly lucrative drugs racket and the odd fellow prisoner to bang. After the initial niceties Clay starts to use Paul, so Jack steps in and gets him moved to his cell.
This puts Jack in the firing line, resulting in some tense standoffs. The balance of the prison politics is disrupted and Clay is humiliated more than once, prompting him to get revenge. But despite the palpable sense of threat, the really interesting part of Ghosted is the relationship between Jack and Paul.
Jack is the heart of Ghosted and Lynch relished playing him, praising the creative talents of newcomer Viveiros: “It’s been a long, long time since I read a script that’s centred absolutely one hundred per cent on the characters”. In return the director praises his cast who “pumped blood into the story”. Both men are right.
Ghosted is well acted, with even the thugs coming across as something more than just two dimensional bad guys; they have their vulnerabilities too. But Ghosted is also well written and confidently directed so that it does not feel like a debut. Some of the scenes in which Jack and Paul open up to each other, often simply discussing old memories such as when Jack was in Brazil or when Paul was in care, are exemplary examples of characterisation rarely seen in today’s commercial world of cinema.
Ghosted is released in cinemas on the 24th of June and will be available on DVD from the 27th. See it to support a quality British drama with an all star cast, which simultaneously pays tribute to classic prison stories and approaches the issue from a new angle. Try to spot the emotional hammer blow of a twist at the end.

Like it or not, love him or loathe him, David Cameron has proved himself to be a competent and capable leader in his first year in Number 10. He has shown himself to be easily the most adaptable Prime Minister of the 21st century and perhaps the most versatile and formidable party leader too. He has embraced the unique hurdles and challenges of coalition government to at once deliver radical policy his party believes in and please the electorate. He has vowed not to make the mistake of Tony Blair’s early years, in which political capital went unspent. He’s taken a blitzkrieg approach to numerous important issues and departments, somehow taking most of the country with him through a combination of confidence and yellow human shields.
Ed Miliband on the other hand, has been constantly under fire from both the media and Britain as a whole, and his own party. His leadership is generally, and not unjustifiably, characterised as ineffectual and inactive. He has more often than not chosen to stand by and do nothing but protest vocally at government plans. He has claimed to be the voice of Britain’s ordinary people and its “progressive majority”. His critics say that this majority doesn’t exist and even those that think it might, recognise that it has to be earned and forged from blood, sweat, tears and most crucially of all, policy.
Labour under Ed Miliband has produced almost no policy. His supporters and aides will argue that he’s been focusing on healing Labour’s image, bruised and battered by thirteen years of controversial government. But there has been no clear rebranding or change of direction either. The publication of elder brother David’s would-be acceptance speech last week highlighted just how much more Ed could have done from the start. I was critical of David’s lazy leadership campaign and even praised Ed’s more concrete vision. Looking at David Miliband’s speech though, it’s hard to argue with those who say he would be doing better as leader right now.
The speech sets out the deficit as Britain’s key political argument. It simultaneously does more to defend Labour’s record in government and admit its mistakes than Ed has done. It systematically addresses key areas with attractive focus; Ed’s speech tended to waffle more generally, focusing on alerting the world to the fact that he was an alright sort of guy. Well now we all want to know what he’s going to do to prove it.
To make things worse for the victorious Miliband, his shadow cabinet has hardly had time to settle. Alan Johnson didn’t last long as Shadow Chancellor. There has already been more than one reshuffle. Ed Balls, finally in the role he has craved for so long, is Labour’s only ray of activity. Last week he announced the one concrete policy they have in opposition; increase the bonus tax on bankers. Balls intends to gather support from rebellious Lib Dem and even Conservative MPs to push a Bill through Parliament that would take more money from the banks to fund employment schemes for the young and house building projects; to stop the rot on growth.
Now it’s obvious that one of Miliband’s weak points has been his inability to do much else besides bash the banks. Credible Prime Ministers cannot afford to make such powerful enemies or be defined by the one headline grabbing policy. But the plans of his money man Ed Balls are exactly the type of thing Labour should be doing more of. The government’s refusal to invest in the economy or change course on its programme of cuts is doing lasting damage. Labour cannot afford to just talk about this. They should hit the coalition where it hurts; by acting to safeguard the national interest it claims to be working for.
And Miliband could go further. He could say that a Labour government would not just build homes for struggling first time buyers but insist that they are all green. Labour needs a new stamp that marks out policy as theirs, which goes further than simply investment vs. cuts. As David Miliband set out, Labour has to acknowledge that it will tackle the deficit; the question is how will it do it differently?
Ed should make it abundantly clear that he is proposing policies for consideration now, intending to pass them now because to act too late would let the state of the economy and the government’s initiatives do irreparable harm. More house building would kick start the construction industry; more homes would get the property markets moving and add stability to a fragile, slow recovery.
Miliband has continually fallen back on the fact that the party in opposition traditionally keeps its cards close to its chest until an election. People should not be expecting him to be outlining detailed policy now, he says. I defended criticisms of him early on by using the argument that he shouldn’t rush through thinking about such important issues. But he has had time now. He must have some ideas. And he needs to start sharing them.
This is not an ordinary government. The coalition can be stalled, halted and persuaded on almost any issue. Parliament is not a sea of blue and carefully selected opposition proposals could become law. The NHS “listening exercise” and the rethink of Ken Clarke’s justice reform are examples from the past week alone where Cameron has been swayed enough to track back. Ed Miliband needs to do something bold to win the respect of voters. Disclosing genuine alternatives in full and frank detail will show that Labour care enough to act in the country’s interest, not their own.
I write just hours after both leaders in the contest for the nation’s political affections made important speeches on policy. As is the trend of late, it was David Cameron’s that made the greater impact. Speaking to a meeting in London of a foundation called GAVI, backed by Bill Gates, which provides vaccines for the world’s poor, the Prime Minister would have won over voters usually hostile to all things Tory.
His detoxification of his party has been enormously successful and pledging £814 million (the biggest donation of any nation) to an effective charity, goes a long way to satisfying his own voters, thanks to a clear strategy, and others in the electorate. With one speech Cameron scored moral points as well as talking convincingly about finding a clear foreign policy role for Britain based on duty, encouraging private sector growth and stable, democratic government.
Miliband’s speech was also important. It aimed to win back the agenda of community from Cameron, who has dominated the thinking of voters even with his unsuccessful Big Society idea. Miliband talked of responsibility and made surprisingly tough statements about those who didn’t give back not receiving welfare support. There were strong strains of the Blue Labour ideology Miliband recently endorsed, which focuses on democracy and accountability at the grass roots. It was about the overall narrative direction of Miliband’s leadership and designed to answer critics.
However whilst it’s important Miliband finds a stronger and more defined guiding vision for his party, action is what the public wants from him now. For an opposition leader options are limited, so action essentially means policy announcements. The Labour leader needs to be braver and take some gambles with his leadership, to both win over the country and protect it. No one will reward him for waiting until the election.

Cast your minds back to the days of the last election. All the talk was of cuts and the campaign was curiously short on optimism. Nick Clegg rocketed to popularity because of his outsider status and a rare ability to sound slightly hopeful about the odd issue. Cameron and Brown battled over grim details, tainted by all that had gone before. One of the few rays of hilarity to shine out of the darkness was the very British ridicule of one of our current Prime Minister’s key policies and publicity stunts.
I’m referring, of course, to Cameron’s notorious airbrushed poster campaign. The abnormally clean image of the old Etonian presented on billboards everywhere to the entire nation, took the Tory drive for renewal to the laughable extreme. Dave was not wealthy and out of touch, merely handsome and approachable. As funny as the image and tactics themselves were however, it’s the snappy quoted message alongside his shiny face coming back to haunt the Prime Minister now.
I certainly do not pretend to even partially comprehend the reforms to the NHS this Conservative led government is proposing. Indeed the lack of understanding from its own ministers seems to be a large part of the problem. And it’s no secret the Conservatives have long planned a shake-up, fuelled by the steadfast belief of their long serving top dog on health, Andrew Lansley. However whilst the faults and flaws of the plans that are becoming clear are extremely important, in terms of political capital and strategy for Number 10, they are in many ways besides the point when it comes to that infamous election promise.
“I’ll cut the deficit-not the NHS” translated for voters to “This is a new kind of Tory party that treasures the NHS above all else. We will not mess with it anyway.” Cameron will argue his promise did not say he wouldn’t change the NHS and that it needs modernisation for the better. But he knew the implication of his promise and the votes it would win him. His protestations about the benefits of his reforms will therefore mean little to those his promise swayed.
It’s also especially hollow given that the Prime Minister has since watered down and diluted that concrete pledge, which formed the symbolic heart of his campaign, again and again and again. First it became merely a safeguard for frontline services and then promised improvements, like an increase in the number of midwives, were scaled back and ultimately scrapped altogether, with even plans to maintain current numbers reversed. Fears about privatisation which the reasonable man might have attributed to overzealous, sensational leftist press, are now emerging to have hard evidence behind them. 50,000 jobs are set to be cut. How exactly is this not cutting the NHS?
If the workers within the system themselves were in favour Cameron would have a much stronger argument. But countless GPs have written to newspapers, as well as other types of professional, warning against the changes as unnecessary and damaging. The Prime Minister continually insists that locals have the right to opt in our out, but what are those that oppose and don’t sign up to the scheme meant to do? Even in my quiet rural area GPs feel overworked and many local people distrust the vested interests of certain doctors. Is handing over the biggest budget in the country to them really a good idea and what people want? It’s doubtful if the new system will even be able to produce what the public need.
Another argument constantly wheeled out by the Tories is the pressing need for modernisation and reform, which make it necessary. There is nothing necessary about these plans though. Whilst the health service has its flaws, the current system leads to a mostly positive service. There are undoubted challenges in health care such as an ageing population and emerging drugs, which often seem insurmountable. Government proposals do not do enough to ease the burden and according to many that know, they actually complicate the fight. For a leadership so keen on cutting the deficit, you would think that such costly, ideological plans could wait for better times.
It would also do more good in the long run, and reduce the deficit substantially, to work out some realistic spending priorities centrally. Vital areas and treatments need to be protected nationally and things the NHS can’t afford to provide should be phased out. The private sector does have a role but it should grow independently of the NHS and take up the slack for treatments it shouldn’t be wasting resources on. Taxes and other initiatives should encourage healthier living. Devolving decisions to GPs is no magic pill, no silver bullet and it doesn’t even equip the NHS for the critical, worsening challenges it will face in the future. It would be a far more sensible decision for the government to begin a nationwide debate about what we expect, want and need from our NHS now. It would fit with the “new politics” of plural cooperation and potentially produce actual solutions.
Perhaps the main reason the government looks less likely to bow to pressure from the public on this issue is the Prime Minister’s ego and pride. He’s been happy to recognise the weaknesses of coalition and concede on issues like the forests and sport in schools. But the NHS plans are too inextricably linked to Cameron’s personal brainchild; the Big Society. Its philosophy of localism and choice in the community over centralised solutions marries nicely with Lansley’s ideas for health. The health reforms open the way for the sort of community cohesion and interaction, fuelled by voluntary, charity involvement, that Cameron wants to see. He genuinely believes it’s the path to a social recovery for Britain that’s sustainable and empowers government to do what it does best, as well as liberating people from the state. He’ll continue to be blind to all the irreversible wounds the “reforms” will inflict on the NHS itself and his popularity with the people as long as it remains tied to his vision. His recent attempt to re-launch the initiative demonstrates his huge commitment; it cannot afford to fail.
The real shame for the country and even the Conservative party, is that Cameron’s election pledge could have been a clever way of dumping a responsibility and challenge for maximum political gain. His implicit promise of not touching the NHS meant it could have been left as it was, a gargantuan issue for a future administration to tackle, ticking over just fine for the time being. There are after all, enough problems for the coalition to face. If this government had done mostly nothing on health, the public would have thanked them for it, the Conservatives especially. But Cameron is so determined to be radical and appear to be so, that he will press on, regardless of the consequences. It may prove to be the well meaning project that took his remodelling of the state too far.

Last week I rekindled my love for History and looked forward excitedly to the day I would begin my own studies of the subject. Attending a friend’s lecture on Freedom and Servitude at York University, I was reminded of the myriad of issues and possibilities that arise studying the subject, and the endless opportunities for arguing varied points of view. The lecturer did an admirable job, without a PowerPoint presentation, of skimming through an incredibly contentious theme of history in a thought provoking way. He never became boring or grating, alleviating heavy philosophy and figure based sections of his speech with lighter links to an interview with Kate Moss in Grazia about her idea of freedom and an amusing, scandalous Bible story used as bewildering justification for the slave trade for centuries.
I made my own notes and learnt that Harvard scholar Orlando Patterson described freedom as an under theorized concept; something which made a lot of sense. Like love or beauty, freedom is something easier to understand through experience and hard to articulate. Its vagueness adds to its allure though. Equally interesting is that some cultures, particularly in Asia, attach much less importance to what we in the West might term “freedom” or liberty. In Japan they have no word for freedom. Our guilt and direct experience of slavery has led to a freedom fetish in our culture, stemming particularly from the American fascination with it.
The lecture rose numerous other interesting points, which it is not my intention to delve into here. It highlighted aspects of history, such as Greek and Roman dependence on slaves, and the cultural slavery instigated by some tribes, never so much as touched on at school. But crucially its conclusion threw up a controversy, a set of conflicting views about the overall interpretation of slavery.
Traditionally it’s assumed that after the Declaration of Independence in America, the North phased out slavery, and the South didn’t, which led to Civil War and the North imposed the right way on the South. But the North continued to condone slavery in several ways and the push for freedom was far from strong and complete. Inequality would remain even as slavery faded, as any minor knowledge of the civil rights movement will reinforce. The challenge to conventional history then, was did Americans, be it the establishment or the majority or whoever, realise in some way that their considerable freedom depended upon the servitude of others? Just as Sparta’s mechanised and elitist form of society in Ancient Greece depended on the labour of enslaved Helots, did the blossoming prosperity of white Americans depend on the comparable hardships of their black workers?
I relish the considerable crossover with other subjects in History; be it politics, literature or philosophy. And in philosophical terms the conclusion of the lecture could be boiled down to: can freedom exist without slavery, or vice versa? Something that’s always appealed to both the realist and idealist in me is that things can simultaneously be their opposites. By this I mean, as Orwell notoriously wrote in 1984, “Freedom is Slavery”. Perhaps one really cannot exist without the other. I think that when studying History it helps to remember that there will always be a contradictory view and that just because it might completely oppose the more sensible option, does not mean it does not have value or truth or validity. I’m not expressing myself very well, but hopefully my point will become clearer.
I’ve always admired the historian Niall Ferguson. I discovered him through extremely engaging programmes on Channel 4, about Empire, America and War. His ideas and theories challenge traditional views, and this is something the historian should always be looking to do. His interpretations of the past connect and enlighten our immediate future. Often his focus will be economic but he rarely alienates with too many figures. He simply selects the right ones to back the thrust of his story. For me he achieves all the things an historian ought to. This doesn’t mean his conclusions have to be full-proof. Indeed it’s because he recognises History is not straightforward and that it’s constantly evolving and full of contradictions, that I admire him.
In yesterday’s Observer Ferguson gives an insightful interview. The writer, William Skidelsky, does a superb job of marrying the probing of Ferguson’s personal journey with his world view. There is some interesting background to Ferguson’s works, which shed light on them. Overall it’s a fantastic article about the man as well as the ideas. He is truly a remarkable human being and looking suave at 46 I would go as far as to pop him in my exclusive idol drawer.
His latest book, Civilization: The West and the Rest, is closely linked to an idea Ferguson has been espousing about History teaching in schools. The curriculum, most accept, is too narrow and sporadic. Students leave having studied Hitler countless times but with no clue of History’s broader sweep and its overarching connections. It’s something that puts the comprehensive school pupils at a disadvantage against more traditionally educated, public school types. I can personally vouch for this and as a keen History student would welcome the subject being both better taught and more attractive for future generations.
Ferguson’s new work is targeted at 17 year olds, he says, and it charts the ascendancy of the West over the East since Early Modern times. Ferguson’s recent back catalogue of works have focused on Empire and his views, particularly on the British and American systems, have been controversial. His fusion of idealism and realism is tremendously inspiring. What I tried to express earlier is brilliantly summed up in the conclusions to his work: for example, the British Empire did bad but also a great deal of good or Americanisation can be a force for immorality but also if applied more earnestly and thoughtfully, bring immense prosperity and freedom. I am generalising and simplifying, but as I said he is the best of historians; accessible but scholarly supreme, dynamic and revisionist but pragmatic.
I look forward to his latest work, both in TV and book form and wish him the best of luck with his crusade to evolve the teaching of his subject; just as history itself and his views have done.

The expenses scandal revealed what was quickly coined as our “broken politics”. The unfairness and entrenchment of privilege has always been there in the system, but expenses united the nation in outrage. Even conservatives clamoured for change. In May, thanks to perhaps the most controversial concession to the Lib Dems in the coalition agreement, the country will be able to vote on a more proportional way of voting: AV.
My left-leaning friends cling to their idealistic love for fully fledged PR and ridicule AV. But whilst AV is not a perfect system, and certainly not completely fair, it is a giant leap that could shake up British politics and society. Nick Clegg knows this. It’s a stepping stone, albeit a baby one in the eyes of many, towards true democracy. It’s a real shame that the opening year of the coalition has tarnished Clegg’s public image so disastrously that he has been forced to withdraw from centre stage in the Yes Campaign. However the nature of coalition and the Labour party’s confusion and division in its response to a new hybrid enemy, has led to a curious campaign. It’s seperate in many ways from the old allegiances and loyalties; the same old seesaw between parties. Labour’s position on the referendum is unclear, despite their new leader backing Yes. The Lib Dems are advised to keep their heads down and beaver away in the background, and David Cameron is reluctant to unleash the Tories for a No vote, so as not to anger his Deputy.
The campaign then, foreshadows one of the key benefits AV might bring. A more plural politics, in which voters have a degree of greater freedom to back policies they support from opposing, rival candidates. And for those that worry about the weaknesses and instability of total PR, AV is a compromise they’ll struggle to argue with.
One of the things the No campaign is trying to do is paint AV as an incomprehensible leap into the unknown and endless hung parliaments. In yesterday’s Observer, Andrew Rawnsley expresses far better than I the strengths of AV and the futile, silly objections of the No camp.

It has been one of those weeks in politics. As well as dull but incredibly important legislative procedure on issues like voting reform and the EMA, there have been the scandalous, newsworthy, headline-grabbing stories which get everyone interested and have the potential to set the tone of debate for the foreseeable future. On Friday the big story was supposed to be the once charismatic, fallen and tainted PM Tony Blair giving evidence for a second time at a historic war inquiry. Instead both of the major parties faced employment crises that sent morale on an undulating, yo-yoing rollercoaster ride.
At the end of that ride it seems Labour, against the odds, have emerged with their heads held high and full of hope. The resignation of David Cameron’s long-term spin doctor Andy Coulson proves them right on a point they’ve been making in Opposition for months. With little policy of their own to use as ammunition against Coalition cuts, Labour have relished the niggling issue of Coulson’s shady past at the News of the World. By finally quitting Coulson has reinforced Labour’s attempts to expose the “new” politics of the coalition as the same old dishonest, elitist governance of old. Coulson may have tried to serve his employer well one last time with the timing of his announcement, shrouded as it was in theory by the gargantuan story of a Labour frontbench reshuffle so soon after the selection of the original line-up. But for the moment at least it’s Labour that are buoyed by events and the Tories feeling somewhat dejected.
Back in October I aired my views on this blog about the announcement of Ed Miliband’s first Shadow Cabinet. To me the appointment of Alan Johnson was a mistake, and far be it from me to blow my own trumpet, but events have proved my initial musings correct. Johnson went from gaffe to gaffe, showing a worrying lack of knowledge for his brief. Labour continually failed to land palpable hits on economic issues, despite a plethora of targets laid bare by Con-Dem cuts. Meanwhile Ed Balls, after a dynamic and impressive leadership campaign, languished largely unnoticed as Shadow Home Secretary. No one seemed to be pro-active enough to take the fight to the Conservatives on damaging policies in a noticeable way. Balls’ wife, Yvette Cooper, also wasted away shadowing the foreign office brief, despite widespread backing in the party and the potential for public support. The only Labour frontbencher scoring economic points was Shadow Business Secretary John Denham, and even he has left glaring gaps in his arguments and been error prone.
Alan Johnson’s sudden resignation due to personal issues so soon into his new, vital job may be a blessing in disguise for Labour and everyone wishing to see credible Opposition to Coalition cuts. Despite the mistakes, Johnson has once again proved in his short tenure his capacity to be likeable and approachable to ordinary voters. The revelation that it was in fact his wife having an affair, not him, ensures the prospect of return to the Labour frontbench in a smaller, popular role in the future. With Johnson’s static, timid fiscal presence brushed aside though, Labour can at last forge a bold new and distinctive direction on all things economic.
I praised Ed Balls during his leadership campaign for going a long way to reshape his bullyboy image. More than any other candidate, Balls looked as if he’d give Labour a truly individual position on policy. Continually described as Labour’s “attack dog” Balls will now have much greater freedom to bite at the heels of the Coalition. As Shadow Chancellor he’ll have to respond to hot, topical issues like tuition fees and bankers’ bonuses; fresh and emotive in the public consciousness. He’ll also have to start winning the argument on growth and investment vs. spending cuts.
Already though he has shown signs of defending Labour’s past record more effectively, explaining his decision to now back the plan he once opposed to halve the deficit within four years, by citing better figures driven by Labour’s spending whilst in government. He’s also been wise to already criticise the government, not for risking a double-dip recession, which looks unlikely, but for wasting an opportunity for greater growth and wider prosperity because of ideological decisions. And growth, Balls will emphasise, is the swiftest, most sustainable route to deficit reduction.
There are still those warning against the potential problems of two Eds at the top though. The primary fear is a return to the Blair-Brown standoff that came to define and overshadow New Labour. This concern adds the extra interest of a helping of recent political history to the mix of this story. Will Labour repeat past mistakes, despite Miliband’s proclamation of a new generation? Even if the new team propels Labour back to government, the same old potentially lethal questions will hang ominously over the partnership between the leader and the treasury.
However I think the doubters are at the very least premature to suspect Balls of wanting to derail Miliband’s revival of the party. Despite the fact he ran for leader, it’s no secret that the job Balls has always wanted is Chancellor. Finally in a position to seize his goal, he is unlikely to turn his fire on his own party. Much more likely is that Balls will electrify the chamber, as one Labour source believes he will, and unleash an avalanche of devastating balls of criticism at the government. He’ll add much needed guts and yes, “Balls”, to Labour’s Opposition. He’s already proved his aptitude for Opposition politics during his leadership campaign.
Balls’ wife will also have greater opportunity to play a key role, replacing her husband as Shadow Home Secretary. She’ll no doubt start picking apart government policing plans. But once again Ed Miliband showed a disappointing lack of courage with his emergency reshuffle. Already he’s failed to take climate change seriously or offer serious backing to voting reform or a graduate tax. And by handing Balls Johnson’s old job, not his wife, he once again missed an opportunity to make his generation truly a new one.
Failing with his initial selection of a cabinet though meant he simply had to give the role to Balls. Who will, I believe, do a genuinely excellent job and accelerate Labour’s journey back to power. The two Eds plan to have adjacent offices and the fears of a Blair-Brown fallout seem unfounded to me. Nevertheless they will not disappear and had Miliband boldly plumped for the equally qualified Cooper, he would have avoided the shadow of New Labour he is so desperate to escape.

The demise of President Barack Obama’s support in the USA, confirmed by this week’s Mid-Term election results, is a depressing triumph of pessimism over optimism. I found myself swept up in the wave of hope and positive expectation two years ago, as did millions of others across the globe. For me it was simply irresistible in a modern age in which nothing feels genuinely new and groundbreaking to be witness to true history unfolding. The first black President and one with a truly progressive agenda, felt like a huge step forward into a new era. Who knew what could be accomplished with an ordinary, sensible citizen at the helm of the world’s most powerful nation? Real change felt possible. Many will say that the capitulation of the fervour and enthusiasm that propelled Obama into office was inevitable though. They will point to the relative ease of Opposition compared to governance, the scale of the tasks Obama set himself and the harsh realities of politics. To a large extent they will be right: Obama simply could not fulfil such high expectations and his downfall acts as a warning to any politician elected on a platform of change for change’s sake, including Cameron’s coalition. But the President’s own actions and inaction has contributed to the dissipation of his popularity and can go some way still to restoring it in time for a second term.
All the talk now is of the necessity of Obama finding common ground with his newly powerful Republican foes. The advice is to consolidate the achievements of the first two years and work tirelessly on modest improvements the Republicans will support for the last two. Be a President who gets things done. However from across the pond the key disappointment of Obama’s time in office so far has been his withdrawal into work. Clearly he was conscious of the threat of his opponents labelling him as an empty orator, forever preaching but never getting his hands dirty. The danger of devoting himself completely to mammoth projects such as health care reform and securing an economic recovery though is that his enemies will have free rein on stage to belittle his accomplishments, as well as stalling them behind the scenes. And the fact is despite the huge change Obama’s health care reforms represent in the USA; they were never going to be politically profitable. Supporters of extended health care will look at the universal systems such as the NHS in this country and wish Obama had gone further, whilst conservatives view what he has already done as an act of socialism, needlessly and immorally pouring away gallons of public money at the expense of the treasured American private sector. Similarly too with his actions to prevent financial meltdown, it is difficult to prove how much worse things would have been without a giant fiscal stimulus and bailout and whether or not ordinary American workers actually benefited. There’s no doubt that America initially returned to unprecedented growth, but as this has petered out those still unemployed demand to know what is being done and the energised Republicans rant as all those on the right do globally about a ballooning budget deficit and the need for a smaller state.
Bizarrely, whilst it seemed the election of a black President had ended an era of extremism and intolerance it has actually served as a catalyst for the more outspoken Democratic opponents, mainly of course supporters of the Tea Party. It’s understandable why the President might feel paralysed and uncertain how best to fight back. In the eyes of many of the fanatics whatever he does will be wrong, and he has little evidence to hold up in defence of his first years in office. Even his supporters insist he has failed to communicate the enormity of what he has achieved already, but the problem is greater than just communication. Yes Obama must defend the good he has done but he must also spell out again the vision that energised his Presidential campaign. From here in the UK Obama’s transformation from inspirational orator with stirring rhetoric into a closeted figure focused on domestic matters, has been a massive disappointment. He had the opportunity to lead internationally on issues such as climate change, aid and terrorism, but has now spent the bulk of his political capital by becoming bogged down over health care. To restore his popularity in his own country Obama must surely begin to appear like a leader again and aim high. He must make it clear he intends to lead his nation for the long haul and that there are many challenges left to face. It may well be politically advisable to cooperate with the Republicans on some issues as he initially promised, but if this were at the expense of the idealism that catapulted him to power it would be a grave mistake. His opponents lack real backing and have merely benefited from the dissatisfaction of voters with Obama’s progress. Let’s hope that he can get back on the road and make up for a largely wasted start to the journey.

The aftermath of the General Election on May the 6th has undoubtedly been historic and produced an unexpected, new kind of government. There have been grand claims that politics has somehow fundamentally altered, as if parliament had literally been strung up by the electorate, leaving corpses of the old way strewn about Westminster. Whilst scepticism as to these claims of a newly purified political class is wise, it is also foolish to deny the scale of the change that has taken place.
For in many ways Nick Clegg is not wrong to claim that a new era of political history has been ushered in, replacing the way things were forever more. For the first time since the Second World War the country is guided by a coalition government and crucially the two party seesaw between Labour and the Conservatives has been interrupted. This is truly an exciting time in British politics and a time of change and the coalition has sought to highlight just how daringly different it will be to the “old” system, in order to paper over cracks in its hurriedly assembled agreement. It might be true that the deal between the Conservatives and Lib Dems has changed politics forever but it does not ensure sudden transparency, honesty and fairness. David Cameron wishes the public to acknowledge how enormously grown up he has been to get into bed with Nick Clegg for the “national interest” and to paint a picture of a more civilized, cooperative government. He hopes to ride a wave of popularity, based on doing the right thing and getting things done through compromise, all the way to the next election.
Whilst Nick Clegg’s surge in the polls during the election campaign, following his effective use of the TV debates, did not translate into an increased number of Lib Dem seats it did show his potential for popularity. In many ways the popular backing Cameron will gain from embracing Clegg is more valuable than the stable Commons majority afforded to him by the Lib Dem MPs. The new Prime Minister has instructed his Deputy to direct a programme of political reform including a PR elected House of Lords, a referendum on Alternative Vote and a “Great Repeal” Act. Clegg understandably sought to emphasise the liberal opportunities open to him and the extent to which the state would be rolled back in favour of the individual. Whilst Cameron is likely to incur the wrath of his backbenchers he is also likely to acquire new support from the public from those keen to see reform. And the anxious Tories needn’t worry, as Clegg’s grand programme is only likely to yield moderate reform that the two coalition parties agree on such as the right to sack MPs, whilst giving the impression of something far more inspiring to the nation.
Cameron then appears to be manipulating Clegg’s role for his own long term benefit. Combine this with the lack of women in the new cabinet, the high proportion of privately educated ministers and the misuse of the coalition’s honeymoon goodwill to conceal realities of deficit reduction with talk of quangos and waste once again, and very little about politics seems to have changed. However as I have said the breakthrough of a third party into the status quo cannot be underestimated. Fresh ideas and policies can liven up the new government’s agenda, with the Lib Dems winning some surprising concessions in the negotiations. Part of the radical redistribution of the tax system advocated by the Lib Dems will go ahead, for example. Crucially for those on the left of the party, the Liberals also have the opportunity to restrain the worst of Tory policy, with inheritance tax the headline casualty from the Conservative manifesto. As I have argued previously the Lib Dems were absolutely right to enter into a coalition, and those opposing it from within cannot be genuinely serious about making a difference through the best of their own policy and halting the worst of their new partners. However as the Labour leadership race accelerates it is understandable that many Lib Dems might fear for the future prospects of their party following the coalition deal.
Following the deal Labour was boosted by an influx of disaffected Lib Dem voters, who felt betrayed. This is perhaps not surprising given that many may have voted Lib Dem primarily to avoid a Tory government. Labour also did better than it might have done in the election, retaining a strong base upon which to build as the only party in opposition, with plenty of targets to aim at. It will be tempting for the victorious candidate in the Labour leadership election to score easy points by demolishing the morally compromised Lib Dems and continuing to snatch their supporters. However I hope that the winning candidate has the foresight and sense of fairness to realise that avoiding a return to the old tussle between red and blue will benefit democracy and leave the Tories weakened. It will be a difficult balance to strike, but the new Labour leader should not alienate the Lib Dems and dismiss its contribution to taming the Tory beast. They should rebuild the party to appeal to a wide range of voters, embracing the progressive agenda of the Lib Dems to isolate the Tories. Hurriedly looting Lib Dem support would only strengthen the Conservatives in the long run and rob the country of genuinely needed new direction and debate. The coalition will limp to the next election on the brink of disintegration from internal disagreement, battered from without by the pain of deficit reduction and media scrutiny of scandals like that of David Laws. Labour and the Liberal Democrats must be careful that whenever this government does end, the Conservatives and David Cameron do not escape blame.
