The impact of “impossible question” is impossible to calculate

Follow the above link and you’ll find a news story about an “impossible question” set in an AS exam last week.

The most baffling and infuriating aspect of this story is the response of the exam board, OCR. They have apologised profusely for the error and they insist that “procedures are in place” to deal with such things. They have contacted the schools involved to reassure them that their pupils will be treated fairly.

OCR claim that they will take into account the disruptive effects of the impossible Maths problem. It was literally impossible, not just hard. And inevitably some students won’t have figured this out.

OCR say that they will work out which pupils DID figure out the sum was impossible. They will reward those who show the correct working out and readjust their grading scales to cope with the time students will have wasted on the eight mark question; a substantial amount in a 72 mark paper.

It seems reasonable that OCR will take these steps to mark appropriate working out positively and adjust their marking as a whole. But students are calling for a complete retake of the paper on social networks. And I think they should get one.

Whatever “systems” or “procedures” OCR may have in place, calculating the levels of stress caused by the unfortunate typo and how this affected the rest of an otherwise intelligent student’s performance, is as impossible as the un-answerable question they set in the exam. It really is astounding sometimes just how ignorant of the realities of taking an exam these exam boards can be. Or perhaps they are just selfish.

Organising retakes, particularly ones where the organisation must foot the bill, is costly and time consuming. Sorting this out in a truly fair way is not in the interests of OCR. And yet today’s younger generations are constantly trampled underfoot by protestors about the decline in standards of modern education.

Is it any wonder young people can’t properly prove themselves when the system continually falls foul to cock-up after cock-up? It’s an absolute disgrace that there are any errors at all in exam papers but they are there all the time. Most are not as crucial as this one, but typos crop up in almost every examination without fail. If there is a decline in standards it is not with the intelligence of students, but with the way they are being assessed.

I am sorry for such a rant about a seemingly minor and mildly funny news story. But it’s not funny for those involved and teenagers making themselves ill with the pressure of trying to succeed. High achievers and hard workers still exist, producing young adults as intelligent and as ambitious and well meaning as in the past.

Politicians use slogans like “broken Britain” to scare voters into supporting them. They tap into the fears of the elderly and adult about growing disrespect amongst emerging generations. But all the time they are conceding control of bodies and organisations that ought to be serving communities and students, thus losing the right to respect amongst clever young people who deserve their own.

David Cameron’s Big Society rhetoric might make use of such a monumental mistake from a bureaucratic body like OCR but what does he actually have to say about fixing such common problems? He rants against paper pushing and champions efficiency starting at a local level but provides no money or support for it to happen. Likewise Labour’s opposition moans about the destruction of Britain’s cultural heritage, without saying how it would save it in government.

Politics does little to earn the respect and admiration of pupils. Neither do “professional” educators who rush out text books and muck up exams. Teachers, for the most part, still do a good job, but not all the time. I don’t know where from but perhaps those who worry and pick at the next generation, would like to find some worthy role models for it.

In this case though, serves these kids right for taking a subject as dull and dreary as Maths.

After AV and election humiliation: what next for Clegg and the Lib Dems?


The result was crushing. A firm no to electoral reform and a pummelling at local level for Lib Dem councillors is a devastating double whammy. The road back to even slight popularity will be rocky and steep, with huge risks of even further falls on the way. The media were quick to pounce on the misery of Clegg and the tensions within the coalition. Whilst exaggerated, there is no doubt that the coverage accurately reflects a permanent shift in the dynamic of the parties in partnership.

Firstly then why was the defeat so bad? And why did the Conservatives not only escape punishment but considerably strengthen their position with gains? In many ways it is pointless to dwell on the results. What’s done is done. Liberal Democrats across the board are declaring the need to move on and get on with the job, seemingly out of bitterness, but also out of practicality and necessity. It is perfectly understandable however that some big names, such as Cable and Huhne, have lashed out at their Tory coalition partners in the dizzying spiral of disappointment and defeat.

They feel, rightly, that their party has become a human shield. They feel that they are victims of immense unfairness, ironic given that the core of their policies on tax, education and indeed the voting system, are intended to increase fairness. The Liberal Democrats had to enter into coalition with the Conservatives. Labour was never a viable or democratic alternative. A minority Tory government would have been ineffective and lacked any Lib Dem input on policy, whether as a restraining or creative force.

They were damned if they did and damned if they didn’t. Clegg would never have been forgiven had he passed up the chance to introduce a host of coveted Liberal measures. As I’ve argued before Clegg also saw an opportunity to open up politics. By showing that coalitions could work, the old seesaw between Labour and the Conservatives would be challenged. Consensus and cross party collaboration would produce broader ideas and solutions to the bigger issues, in a 21st century where ideology is far less important than results, to voters at least.

Where they went wrong is debatable. There are obviously a range of reasons. But primarily it seems to be that too much eagerness and what’s been described as “personal chumminess” between Cameron and Clegg, was on display. The broken promises therefore appeared to be callous and genuine deception, rather than an inevitable concession from the minority partner in coalition. On tuition fees the Lib Dems made the mistake of trying to claim that the new policy was a better one because of changes they instigated. They needed to make a greater show of their overwhelming reluctance to charge fees at all, whilst still championing the restraining measures for fairness that were their doing.

Ultimately it all comes down to Clegg’s economic gamble though. I am still not sure just how fully he buys into George Osborne’s interpretation of the crisis and his drastic solution. It may well be that privately Clegg still stands by his pre-election comments, that the deficit should be reduced gradually with a focus on growth in the short term.  Adopting the Tory approach could be the primary price of going into government for the Lib Dems. But publicly he has signed his party up to comprehensive cuts in public spending that are at odds with the instincts of most Liberals. And you’d have to say that Clegg must believe the Conservative plan will eventually lead to growth, because if it doesn’t his party will be battered once more come the next General Election.

Certainly earlier this year I wrote about a speech in which Clegg made the most compelling argument thus far in favour of extreme deficit reduction, which essentially boiled down to longer term sustainability and strength in diversity for the economy. I still think he may be torn though and that he might accept some of Labour’s arguments that claim a slower pace of cuts would have restored greater growth sooner.

With regards to the referendum on AV Clegg clearly made an error when choosing the date. The key reason for Yes2AV’s failure was that their argument became inseparably embroiled with party politics and the local elections. Clegg’s personal unpopularity rubbed off on the campaign for reform, mainly because of dirty tactics from the No camp. Yes2AV also made ridiculous unrealistic claims about accountability, rather than keeping their argument simple. Celebrities made a late push for reform at a rally but by then it was too late, the argument should have been made more forcefully outside of the political sphere weeks before May the 5th.

Of course the important and interesting question now is what do the Lib Dems do to recover? And how will this affect the coalition? Paddy Ashdown, the former leader of Britain’s third party, was on Question Time on Thursday. He spoke eloquently and with reason on foreign affairs, prompting cheers and claps from the bulk of the audience. But when it came to domestic politics he found himself bogged down by the harsh public opinion of Clegg, so very different from the polls after the TV debates over a year ago. He valiantly defended the courage of his party’s leader under fire but could only react with frustration when the audience flatly refused to hear him out.

Clegg continued to show that courage in an interview with Andrew Marr on Sunday. Given the pictures of his gloom and the mountain to climb left by the results, Clegg gave remarkably assured answers and honestly asserted that he’d misjudged things, and that the Lib Dems needed to have a “louder voice” in the coalition. He spoke of the need to sing about the unexpectedly high number of Lib Dem manifesto policies being implemented. But in many ways all this was predictable and necessary.

The efforts to give his party an individual and distinctive again will undoubtedly begin to heal the wounds of defeat. He needs to show greater reluctance when he must go along with Conservative plans, pick the Tory policies he does oppose carefully for maximum impact and point out measures that perfectly illustrate the moderating influence of his party. Clegg has already worked out that NHS reform is the best way to begin a recovery, threatening to block it and demanding changes are made to meet concerns. However what would really give the Lib Dems a distinctive voice back is to propose and explain policies they would be implementing without the Conservatives.

What I mean by this is to set out policies, on tuition fees for example, that the Lib Dems would implement if they had the ideal (but unlikely) scenario of a majority government. These policies should be calculated to appeal to Labour voters and those within Labour potentially open to coalition. The Lib Dems need to reach out to Ed Miliband or those around him with influence, to stop him pounding the human shields of the coalition as opposed to those in the driving seat.  A senior figure in the party, perhaps likeable President Tim Farron, should be chosen to run what would almost be an alternative Lib Dem opposition.

I accept this would be difficult to handle and could shatter trust and cooperation with the Tories. Many might say it’s impossible. But as long as Clegg and key Lib Dem ministers weren’t directly involved, the group did not challenge specific government policy and simply proposed Lib Dem alternatives not covered by the coalition agreement, there would be little the Tories could do to stop it. AV may be lost but the Lib Dems have plenty of arguments they can still make that are unique to them. They must take the philosophy behind AV, choice and fairness, and tie it to attractive policy. For example their manifesto went further on tax, transport, energy and the House of Lords. Choice is the key to freedom in a modern society and the Lib Dems must make the case for the state actively empowering individuals. The Liberals must show how they would liberate.

It’s probably better for Clegg to keep his head down for a while and continue to soak up pressure whilst his party recovers independently. Clegg’s popularity will take longer than his party’s to heal. But this does not mean he is the wrong man to lead it. He has for the most part taken bold decisions both in the national interest and to achieve greater fairness sought by his party’s voters. He has had to concede costly economic compromises, but to overcome these he must be bold again. Frankly after the tactics of the No Campaign, so wholeheartedly backed by Cameron, Clegg must dirty his hands a little. A louder voice will only convince dispirited voters if it hints at what the coalition is doing wrong because of the Conservatives, as well as what it’s doing right because of the Lib Dems.

The NHS “reforms” break an implicit election promise – and do not go nearly far enough


Cast your minds back to the days of the last election. All the talk was of cuts and the campaign was curiously short on optimism. Nick Clegg rocketed to popularity because of his outsider status and a rare ability to sound slightly hopeful about the odd issue. Cameron and Brown battled over grim details, tainted by all that had gone before. One of the few rays of hilarity to shine out of the darkness was the very British ridicule of one of our current Prime Minister’s key policies and publicity stunts.

I’m referring, of course, to Cameron’s notorious airbrushed poster campaign. The abnormally clean image of the old Etonian presented on billboards everywhere to the entire nation, took the Tory drive for renewal to the laughable extreme. Dave was not wealthy and out of touch, merely handsome and approachable. As funny as the image and tactics themselves were however, it’s the snappy quoted message alongside his shiny face coming back to haunt the Prime Minister now.

I certainly do not pretend to even partially comprehend the reforms to the NHS this Conservative led government is proposing. Indeed the lack of understanding from its own ministers seems to be a large part of the problem. And it’s no secret the Conservatives have long planned a shake-up, fuelled by the steadfast belief of their long serving top dog on health, Andrew Lansley. However whilst the faults and flaws of the plans that are becoming clear are extremely important, in terms of political capital and strategy for Number 10, they are in many ways besides the point when it comes to that infamous election promise.

“I’ll cut the deficit-not the NHS” translated for voters to “This is a new kind of Tory party that treasures the NHS above all else. We will not mess with it anyway.” Cameron will argue his promise did not say he wouldn’t change the NHS and that it needs modernisation for the better. But he knew the implication of his promise and the votes it would win him. His protestations about the benefits of his reforms will therefore mean little to those his promise swayed.

It’s also especially hollow given that the Prime Minister has since watered down and diluted that concrete pledge, which formed the symbolic heart of his campaign, again and again and again. First it became merely a safeguard for frontline services and then promised improvements, like an increase in the number of midwives, were scaled back and ultimately scrapped altogether, with even plans to maintain current numbers reversed. Fears about privatisation which the reasonable man might have attributed to overzealous, sensational leftist press, are now emerging to have hard evidence behind them. 50,000 jobs are set to be cut. How exactly is this not cutting the NHS?

If the workers within the system themselves were in favour Cameron would have a much stronger argument. But countless GPs have written to newspapers, as well as other types of professional, warning against the changes as unnecessary and damaging. The Prime Minister continually insists that locals have the right to opt in our out, but what are those that oppose and don’t sign up to the scheme meant to do? Even in my quiet rural area GPs feel overworked and many local people distrust the vested interests of certain doctors. Is handing over the biggest budget in the country to them really a good idea and what people want? It’s doubtful if the new system will even be able to produce what the public need.

Another argument constantly wheeled out by the Tories is the pressing need for modernisation and reform, which make it necessary. There is nothing necessary about these plans though. Whilst the health service has its flaws, the current system leads to a mostly positive service. There are undoubted challenges in health care such as an ageing population and emerging drugs, which often seem insurmountable. Government proposals do not do enough to ease the burden and according to many that know, they actually complicate the fight. For a leadership so keen on cutting the deficit, you would think that such costly, ideological plans could wait for better times.

 It would also do more good in the long run, and reduce the deficit substantially, to work out some realistic spending priorities centrally. Vital areas and treatments need to be protected nationally and things the NHS can’t afford to provide should be phased out. The private sector does have a role but it should grow independently of the NHS and take up the slack for treatments it shouldn’t be wasting resources on. Taxes and other initiatives should encourage healthier living. Devolving decisions to GPs is no magic pill, no silver bullet and it doesn’t even equip the NHS for the critical, worsening challenges it will face in the future. It would be a far more sensible decision for the government to begin a nationwide debate about what we expect, want and need from our NHS now. It would fit with the “new politics” of plural cooperation and potentially produce actual solutions.

Perhaps the main reason the government looks less likely to bow to pressure from the public on this issue is the Prime Minister’s ego and pride. He’s been happy to recognise the weaknesses of coalition and concede on issues like the forests and sport in schools. But the NHS plans are too inextricably linked to Cameron’s personal brainchild; the Big Society. Its philosophy of localism and choice in the community over centralised solutions marries nicely with Lansley’s ideas for health. The health reforms open the way for the sort of community cohesion and interaction, fuelled by voluntary, charity involvement, that Cameron wants to see. He genuinely believes it’s the path to a social recovery for Britain that’s sustainable and empowers government to do what it does best, as well as liberating people from the state. He’ll continue to be blind to all the irreversible wounds the “reforms” will inflict on the NHS itself and his popularity with the people as long as it remains tied to his vision. His recent attempt to re-launch the initiative demonstrates his huge commitment; it cannot afford to fail.

The real shame for the country and even the Conservative party, is that Cameron’s election pledge could have been a clever way of dumping a responsibility and challenge for maximum political gain. His implicit promise of not touching the NHS meant it could have been left as it was, a gargantuan issue for a future administration to tackle, ticking over just fine for the time being. There are after all, enough problems for the coalition to face. If this government had done mostly nothing on health, the public would have thanked them for it, the Conservatives especially. But Cameron is so determined to be radical and appear to be so, that he will press on, regardless of the consequences. It may prove to be the well meaning project that took his remodelling of the state too far.

Ed Miliband can learn from Obama the salesman


President Obama’s State of Union address was a politically shrewd and inspirational sales pitch. At times it felt like a return to the stirring rhetoric of his election campaign which so captured the hearts of not only Americans, but citizens across the globe. He was playing his back-up card, his own magnetic charisma and charm, in an attempt to recover the legacy of his first term. It was a bold speech but it wasn’t flawless; occasionally Obama uncharacteristically tripped over his words and the key policy goals won’t win over everyone. But often his tone and message seemed perfectly tailored to the mindset of his nation. Despite the patriotic focus on America however there are numerous lessons leaders of left-wing political parties around the world, especially Labour’s Ed Miliband, can learn from the tactics, execution and content of the President’s speech.

There was a somewhat forced emphasis on pluralism and cooperation across the political spectrum. Ed Miliband has already started to learn this lesson himself. He began his tenure as leader aggressively pursuing the Lib Dem vote and he has now softened his approach to encourage teamwork against the worst of the cuts, and leave the way clear for a Lib-Lab coalition. In particular he’s gone to considerable lengths to retract comments he made about Nick Clegg, in the heat of the moment swept up by the public venom for the man, to appease the Lib Dem leader in the event of a close parliament once again at the next election. President Obama repeatedly praised the new Republican leader of Congress and even incorporated the story of his humble background into the appealing sense of patriotism and history coursing through the blood of his words.

This search for common ground with Republicans was of course necessary. The Mid-Term results left Obama in a desperate legislative position and in dire need of supporters for his landmark policies on both sides of American politics. Health Care has bogged down Obama’s Presidency thus far and in this speech he sought to draw a line under it. In the spirit of national cooperation, which Obama highlighted so much during his election campaign and then unwisely forgot during his first years in power, he asked anyone with improvements to the Health Care Bill to come forward and work with him. He also quipped that he had heard some people still had problems with it, laughing off the gaping ideological divide. Instead he set his sights firmly on a new ambitious primary objective and set about selling it in a way that would appeal to both hesitant Republicans and indifferent voters.

At the core of this address was a striking commitment to green-tech and clean energy. You could see the firm imprint of the devastating Gulf of Mexico oil leak on the President’s words as he announced wave after wave of intention to develop green programmes. I urged David Cameron on this blog to utilise the platform presented by the oil leak for green growth and it seems Obama is finally seizing the opportunity to push through his Climate Change objectives under a different guise. And that’s the vital point about this speech; the way in which Obama sold the solutions to Climate Change and the environmental challenge.

Nowhere do the words “climate” or “global warming” appear in the text of the address. At no point does he bellow any frightening warnings about the excess of the American way of life, but the implications are there. He uses the guilt, anger and worry people feel about the oil leak to smuggle in leftist policies like the removal of subsidies for oil companies, who are “doing just fine on their own”, and tax breaks for millionaires. He cites the deficit, the Republican’s Holy Grail (much like the Conservatives here) as his main reason for such money saving measures, not punishing success, an obstacle so often to the removal of unfair, outdated tax relief for the wealthiest in the States. He reinforces his deficit argument still further by promising a prolonged spending freeze which he backs up with figures that claim to eat away at the debt at unprecedented levels. Could some Republicans be warming to the President’s policies?

You’d think not if he was emphasising investment for green energy and massive cuts to emissions. But Obama’s presentation of the measures was key. He talked about “winning the future” and set up the race for clean energy between America and China, drawing comparisons with the Communist struggle and the space race. He set about inspiring his countrymen, and patriotic Republican opponents, by fusing the need for a green revolution with a sense of historic nationalism and pride in America’s achievements.

“The first step in winning the future is encouraging American innovation. …

We’ll invest in biomedical research, information technology, and especially clean energy technology — an investment that will strengthen our security, protect our planet, and create countless new jobs for our people.

Already, we are seeing the promise of renewable energy. Robert and Gary Allen are brothers who run a small Michigan roofing company. After September 11th, they volunteered their best roofers to help repair the Pentagon. But half of their factory went unused, and the recession hit them hard.

Today, with the help of a government loan, that empty space is being used to manufacture solar shingles that are being sold all across the country. In Robert’s words, “We reinvented ourselves.”

That’s what Americans have done for over two hundred years: reinvented ourselves. And to spur on more success stories like the Allen Brothers, we’ve begun to reinvent our energy policy. We’re not just handing out money. We’re issuing a challenge. We’re telling America’s scientists and engineers that if they assemble teams of the best minds in their fields, and focus on the hardest problems in clean energy, we’ll fund the Apollo Projects of our time.”

When Obama was elected, even I in rural England, felt a part of real history for the first time in many years. It’s easy in our modern world to feel like it’s all been done and there are no discoveries left, no bold new challenges to conquer or visions to forge and realize. But with Obama’s reference to the “Apollo projects of our time” he excites people and presents Climate Change and its problems as an opportunity to reinvent in fairer, bigger and better ways. He pledged to aim for 80% of American energy to be green by 2035 and for 80% of Americans to have access to the enormous potential of high-speed rail within 25 years.  When these figures are all about doom and gloom Climate Change, which some people still doubt, they leave voters cold. But simplify the message to security, better environment and more jobs and a stronger economy, and they’re interested. 

I’ve thought for a long time that Climate Change is the challenge of our generation, one we cannot afford to ignore, but that it is also an opportunity for a reinvention of society with the potential to banish unfairness and find sustainable solutions to poverty. Green politicians are constantly going at the issue in the wrong way, an alienating way. Ed Miliband and his new Shadow Chancellor Ed Balls need a plan for growth. This plan needs to not only be credible and obviously a better route to deficit reduction than Coalition cuts, but inspirational and worthy of votes. Miliband needs his own “Big Society” idea and sell green growth, like Obama in his State of Union address, and he has it; a popular economic policy with a vision that can define his new party. Britons too have a strong sense of history, when it’s properly stimulated, and Miliband could make the case for Britain becoming a world leader on green growth. In fact follow Obama’s example and major policy areas suddenly entwine and give much needed direction; the economy and the deficit, security and Britain’s foreign policy role, our partnership with America and Climate Change.

Of course Obama might not succeed and it certainly seems unlikely he’ll achieve everything he aimed for in his speech. But he has set out a direction for the end of his term. One that could potentially change his country and the world for the better. Ed Miliband can’t afford to dither much longer about the direction of his party. The longer he waits the harder it will be to achieve genuine policy goals he has long committed to, like a banking bonus tax, a solution to tuition fees and investment instead of cuts. Sell it all under the right sort of green banner and he has a refreshing, substantive alternative to Cameron’s bruising cuts and hollow “Big Society”.

Two Eds really are better than one


It has been one of those weeks in politics. As well as dull but incredibly important legislative procedure on issues like voting reform and the EMA, there have been the scandalous, newsworthy, headline-grabbing stories which get everyone interested and have the potential to set the tone of debate for the foreseeable future. On Friday the big story was supposed to be the once charismatic, fallen and tainted PM Tony Blair giving evidence for a second time at a historic war inquiry. Instead both of the major parties faced employment crises that sent morale on an undulating, yo-yoing rollercoaster ride.

At the end of that ride it seems Labour, against the odds, have emerged with their heads held high and full of hope. The resignation of David Cameron’s long-term spin doctor Andy Coulson proves them right on a point they’ve been making in Opposition for months. With little policy of their own to use as ammunition against Coalition cuts, Labour have relished the niggling issue of Coulson’s shady past at the News of the World. By finally quitting Coulson has reinforced Labour’s attempts to expose the “new” politics of the coalition as the same old dishonest, elitist governance of old. Coulson may have tried to serve his employer well one last time with the timing of his announcement, shrouded as it was in theory by the gargantuan story of a Labour frontbench reshuffle so soon after the selection of the original line-up. But for the moment at least it’s Labour that are buoyed by events and the Tories feeling somewhat dejected.

Back in October I aired my views on this blog about the announcement of Ed Miliband’s first Shadow Cabinet. To me the appointment of Alan Johnson was a mistake, and far be it from me to blow my own trumpet, but events have proved my initial musings correct. Johnson went from gaffe to gaffe, showing a worrying lack of knowledge for his brief. Labour continually failed to land palpable hits on economic issues, despite a plethora of targets laid bare by Con-Dem cuts. Meanwhile Ed Balls, after a dynamic and impressive leadership campaign, languished largely unnoticed as Shadow Home Secretary. No one seemed to be pro-active enough to take the fight to the Conservatives on damaging policies in a noticeable way. Balls’ wife, Yvette Cooper, also wasted away shadowing the foreign office brief, despite widespread backing in the party and the potential for public support. The only Labour frontbencher scoring economic points was Shadow Business Secretary John Denham, and even he has left glaring gaps in his arguments and been error prone.

Alan Johnson’s sudden resignation due to personal issues so soon into his new, vital job may be a blessing in disguise for Labour and everyone wishing to see credible Opposition to Coalition cuts. Despite the mistakes, Johnson has once again proved in his short tenure his capacity to be likeable and approachable to ordinary voters. The revelation that it was in fact his wife having an affair, not him, ensures the prospect of return to the Labour frontbench in a smaller, popular role in the future. With Johnson’s static, timid fiscal presence brushed aside though, Labour can at last forge a bold new and distinctive direction on all things economic.

I praised Ed Balls during his leadership campaign for going a long way to reshape his bullyboy image. More than any other candidate, Balls looked as if he’d give Labour a truly individual position on policy. Continually described as Labour’s “attack dog” Balls will now have much greater freedom to bite at the heels of the Coalition. As Shadow Chancellor he’ll have to respond to hot, topical issues like tuition fees and bankers’ bonuses; fresh and emotive in the public consciousness. He’ll also have to start winning the argument on growth and investment vs. spending cuts.

Already though he has shown signs of defending Labour’s past record more effectively, explaining his decision to now back the plan he once opposed to halve the deficit within four years, by citing better figures driven by Labour’s spending whilst in government. He’s also been wise to already criticise the government, not for risking a double-dip recession, which looks unlikely, but for wasting an opportunity for greater growth and wider prosperity because of ideological decisions. And growth, Balls will emphasise, is the swiftest, most sustainable route to deficit reduction.

There are still those warning against the potential problems of two Eds at the top though. The primary fear is a return to the Blair-Brown standoff that came to define and overshadow New Labour. This concern adds the extra interest of a helping of recent political history to the mix of this story. Will Labour repeat past mistakes, despite Miliband’s proclamation of a new generation? Even if the new team propels Labour back to government, the same old potentially lethal questions will hang ominously over the partnership between the leader and the treasury.

However I think the doubters are at the very least premature to suspect Balls of wanting to derail Miliband’s revival of the party. Despite the fact he ran for leader, it’s no secret that the job Balls has always wanted is Chancellor. Finally in a position to seize his goal, he is unlikely to turn his fire on his own party. Much more likely is that Balls will electrify the chamber, as one Labour source believes he will, and unleash an avalanche of devastating balls of criticism at the government. He’ll add much needed guts and yes, “Balls”, to Labour’s Opposition. He’s already proved his aptitude for Opposition politics during his leadership campaign.

Balls’ wife will also have greater opportunity to play a key role, replacing her husband as Shadow Home Secretary. She’ll no doubt start picking apart government policing plans. But once again Ed Miliband showed a disappointing lack of courage with his emergency reshuffle. Already he’s failed to take climate change seriously or offer serious backing to voting reform or a graduate tax. And by handing Balls Johnson’s old job, not his wife, he once again missed an opportunity to make his generation truly a new one.

Failing with his initial selection of a cabinet though meant he simply had to give the role to Balls. Who will, I believe, do a genuinely excellent job and accelerate Labour’s journey back to power. The two Eds plan to have adjacent offices and the fears of a Blair-Brown fallout seem unfounded to me. Nevertheless they will not disappear and had Miliband boldly plumped for the equally qualified Cooper, he would have avoided the shadow of New Labour he is so desperate to escape.

Students, Strategy and Style – Sunday Links


In today’s Observer Barbara Ellen gets the issue of the Coalition’s plans for tuition fees spot on. Firstly she rightly insists that for too long the student community, traditionally a proactive, revolutionary portion of society, has remained dormant on the issues of the day. Even before the programme of cuts now being initiated there were challenges like climate change that a youthful generation ought to be passionately highlighting en masse. Finally on Wednesday students will march through London and I will be among them. Those who dismiss the march as futile miss the point. If you cannot be idealistic and stand up for lost causes as a student then what hope is there for the rest of society? And as Ellen points out, the rest of society is about to feel hard-hitting cuts too. Crucially though she insists that the government strategy of portraying students as some sort of better off elite that should cut back with everyone else is misguided and wrong. Yes students may not feel the bite of recession as strongly as some more deserving groups of the poor and deprived, but this does not mean we should accept a deal that is still unfair to students and does not even fix any problems. The withdrawal of public funding for universities announced in the Spending Review means that the rise in fees will simply plug a gap and not secure the future high quality of British higher education. The Coaltion’s constantly repeated promise that greater help than before will now exist for the poor under the new system also misses the point and is simply a smoke screen. The wealthy politicians at the heart of Coalition policy cannot comprehend how fees and debts of £9,000 a year could put off a potential student. It’s also a harsh reality of such means tested funding for poorer students that some genuinely deserving talented scholars will miss out and others who do not need the money will find some way of benefitting. It also ignores the bulk of students from ordinary families who will be too well off to qualify for financial aid but nowhere near the sort of level where they can comfortably pay their own way. The heaps of additional stress alone added to the application process will deter sixth formers from applying. Ellen makes so many good points and destroys the coaltion argument as to why these proposals are necessary and fair. They neither do what is necessary or ensure fairness. Even the raising of the salary threshold, above which debts must be paid back, to £21,000, is not as progressive as the government would have us believe. This is still an average wage and aren’t graduates meant to lift themselves above average? Surely they should only start paying back when their education has delivered its promised benefits? Read her article, which expresses far better than I why students should march in outrage at the creation and protection of elites.

A leading article in the Independent on Sunday points out the highly risky phrase “we’re all in this together” frequently deployed by the Prime Minister and his Chancellor. As the tuition fees situation and other cuts show, we simply aren’t all in this together. If cuts and taxes have been aimed at the rich, they have been balanced by other concessions to soften the blow. For example the bank levy is a token gesture when the savings the banks will make from a cut in corportation tax is considered. And as this article points out the Prime Minister must be more considerate in his decision making at a time when millions will feel the pinch as a result of his cuts. Paying a personal photographer is a luxury; the sort he has ranted against, an inefficiency that shows his detachment from the reality of most voters.

Matthew d’Ancona also discusses Tory strategy in The Telegraph and insists that the failings of their plan at the last election highlight why those hoping for a right wing replication of the Tea Party activism gaining success in the States right now will be disappointed. He is spot on when he points out that Cameron’s popularity surge dissipated when the Tories switched tack to warning of the deficit and an age of auterity to come. At the time I viewed the sudden shit in rhetoric as a shameless u-turn, when in Opposition Cameron had often supported Labour’s actions to avert financial meltdown and had not mentioned the deficit before. In his attempts to distance himself from Labour and simply offer the change, any change, that the electorate so desperately wanted, Cameron moved his modern, detoxified Conservative party to the right and this may have cost him outright victory. There will be no repeat of the Tea Party here, not a credible one at least, and the Lib Dems ought to halt any drives to return to radical Thatcherism, or what is perceived to have been her legacy.

The limitations of the SDR and CSR highlight the need for AV


Last week’s Strategic Defence and Comprehensive Spending Reviews brought out the best and worst of the British political system. In particular the format of Prime Minister’s Questions, with two opposing teams hurling groans at one another, was shown to be both redundant and formulaic on the one hand and sensible and necessary on the other. In the majority of recent encounters in the chamber, the Prime Minister David Cameron has used the inexperience of his new opponent Ed Miliband to derail any challenges before they can gather steam. He stands there, shaking his head at the indignation swelling from the Labour benches, moaning about the shambolic economic legacy they left behind. Rather than accept any alternative method to the path chosen by his coalition, he puffs out his chest and talks patronisingly as a wise old figure, one that has been there and done it. “You cannot attack a plan without a plan” he tells Miliband, is something he learnt from his time in Opposition. Miliband must be desperate to slam the Prime Minister for his sheer cheek and hypocrisy. After all it must be obvious to anyone that Miliband and his new Labour front bench will need time to devise an alternative to Cameron’s cuts, just as he and George Osborne took time to decide where the axe would fall hardest. And given the way Cameron did a drastic u-turn on economic policy after the banking crisis, guided by ideology and the opportunity for massive political gain, it must pain Miliband to watch the Prime Minister get away with his own allegations now. But sensibly, rather than lose his cool, Miliband has stuck to a reasoned, calm approach to PMQs that should quietly serve him well if he can keep it up.

It’s been difficult for Miliband to land any decisive blows, given that Cameron’s catch all defence of the deficit still seems to hold sway with voters. But Cameron must know that he will not be able to pass the buck forever, and soon it will be the policies of his own government being judged and assessed. He must hope, for example, that circumstances do not change and Britain does not need to fight a conventional war within the next ten years. The decision to go ahead with the construction of two aircraft carriers was made inevitable due to the costs of cancellation bizarrely exceeding the build itself, but surely it would have made sense to provide these carriers with strike capability, if they had to be built? As usual Cameron blamed Labour’s legacy of overspend and for the most part the defence budget was balanced in a way the Opposition could not disagree with. The vital parts of the military’s capability, such as those operational in Afghanistan, were protected and excess necessarily trimmed. Provision was made for the emergence of new threats such as terrorism and cyber warfare, and strengths like our Special Forces were recognised and reinforced with additional funding. In fact the only real disagreement Miliband had with the SDR was the fact that it was rushed and made more about cutting than equipping the nation to protect itself. This led to a largely pointless session in which Miliband reasserted this main theme.

Of course Miliband was right not to challenge strategic advice for the sake of it, and I am not saying he should have. However there were certainly other approaches that could have been taken to the review and some will regard it as an opportunity dangerously missed. Why, for example, did the majority of the defence budget still deal with threats deemed extremely unlikely, and a far smaller portion dedicated to combating new, ever present dangers? The intelligence services did receive a funding boost but many will say that the real threats are still not properly dealt with, in favour of costly projections of power such as carriers and troop numbers. Critics will argue that in a time of austerity the money safeguarded for outdated areas of defence, which aim to maintain Britain’s world power status but fail, would be better spent on public services and assets the country has that could broadcast our influence globally in other ways. The big decision on Trident was essentially postponed. Millions of voters would happily see Britain’s nuclear deterrent decommissioned, especially when the equivalent cost of schools or hospitals is drawn in stark comparison. Despite all the political talk of fairness doing the rounds at the moment, the views of millions will go unheard. And it’s very hard to believe in the so called fairness being dished out when it is controlled by establishment figures from a wealthy, elite background and they are failing to deal with the looming problems of the future.

There was of course far more fundamental disagreement between the coalition and Labour over the Comprehensive Spending Review. It’s practically impossible to get a firm handle on all of the cuts, as they are so widespread. It’s clear though that some will lead to greater unfairness and inequality, and Labour should rightly fight them. However lame an excuse it is though the Prime Minister has a point about Labour’s lack of an alternative plan. So far the only thing Miliband and his Shadow Chancellor Alan Johnson have come up with is a promise for more taxation on the banks, which is good but would need to be carefully implemented, and an archaic stimulus package for growth. The emphasis on growth is right but too vague and will need to be contrasted favourably with the coalition’s overreliance on a private sector driven recovery. The growth should also be modern and sustainable, so to hear Johnson talking about road building projects sounds like something from Germany or America in the depression hit 30s.

It seems that all the major parties are happy to surrender the green agenda in the current climate. Miliband, once Energy and Climate Change Secretary, has done absolutely nothing since becoming leader to demonstrate a commitment to the challenge and a disheartening impression that green issues were always simply a means to end for him is developing. Cameron will no doubt continue to call his government the “greenest ever”. Whilst he may have cancelled the third runway at Heathrow, and he may not be proposing outdated road building programmes, he is providing little actual public investment for much needed green power sources. Plans for a barrier on the Severn estuary, which could have potentially generated 5% of Britain’s energy needs for zero carbon output, were dropped in the spending review. The efficiency of the technology was questionable, but it’s the sort of ambitious project that someone ought to be championing. Labour kicked up a little fuss, despite it fitting their ideals of investment for sustainable jobs and growth.

At the moment there is a sole Green voice in Parliament, that of party leader Caroline Lucas, speaking up on these issues. Of course this does not accurately reflect the extent of support for the Green party at the last election. Under a truly representative voting system the Greens would have more MPs based on the last set of results. But should the system be made more fair then without a doubt more still would vote for not just the Greens but whichever fringe party they genuinely thought to have the best policies and that cared about the right issues. Given the crisis of confidence in British politics recently, I can think of no better breath of fresh air and accountability than a more democratic, modern system of election. Next May we’ll have the chance to vote for real votes. And with any luck the defenders of the establishment will fail and the next time decisions as important as those made in the CSR are carried out, thousands of previously silent people will have a genuine voice.

I passionately believe that without fairer votes honesty cannot be restored to politics. And not only honesty but the ability to inspire. Votes that count will inspire people to use politics as the vehicle for real, progressive, needed change. I’m saying YES to the Alternative Vote and I hope you’ll join me.

Ed’s safe shadow cabinet of unity must not lose the fire of Opposition


Two Eds are better than one? Well perhaps not as Labour’s new leader opted not to make his namesake Ed Balls shadow chancellor, despite the weight of expertise, a strong leadership campaign and many votes in the shadow cabinet elections behind him. His wife Yvette Cooper then, who topped the poll of Labour MPs, would surely get the chance to carve Labour a new, distinctive position on the deficit in response to the Con-Dem’s cuts? No. 60 year old Alan Johnson, the earliest backer of Ed’s elder brother, was chosen by young Ed as his right hand man. Despite David’s choice to bow out from frontline politics, his shadows hangs heavy over his brother’s first team selection.

Of all the shadow cabinet roles assigned it was obviously that of shadow chancellor that carried the most importance and also Johnson’s appointment to that role which was the biggest shock. Ed Miliband has been either slammed for his caution or praised for his unifying skills and his courage to make the right choices regardless of popularity. I happen to think that making Johnson shadow chancellor is a missed opportunity for Labour’s new generation but there are some well selected roles in Ed’s team. Andy Burnham is a good match for the education brief, given his reasonably strong leadership campaign, working class background and accessible, relevant character traits such as his love of football. His ordinary accent will contrast well with Michael Gove’s nasal snobbery in the Commons. Likewise Jim Murphy seems a good choice to shadow the MOD and Liam Fox, with his dour Scots accent he shall be able to pour scorn on government defence cuts whilst emphasising the needs of the ordinary soldier and citizen. There is also no reason why Harriet Harman, Douglas Alexander and John Denham ought not to succeed in their new roles in International Development, Work and Pensions and Business respectively. Alexander and Denham in particular have their work cut out, with capable coalition opponents in Ian Duncan Smith and Vince Cable, but both are able ministers themselves.

However in my view Miliband has made a mistake in his handling of where exactly to place the popular and talented husband and wife team of Ed Balls and Yvette Cooper. Both are wasted at the Home and Foreign office. Those who support the leader’s decision say that it was unavoidable to maintain party unity and to avoid the mistakes of the Blair-Brown years. An economic policy handed to Balls, they say, would have conceded this ground to him permanently as Blair did for Brown, dividing the party again and sowing the seeds of future turmoil. My response to the argument of unity is that by appointing Balls Shadow Home Secretary Miliband has not necessarily pacified him. Balls will be gutted as it is to have missed out on his shot at the Treasury yet again; he made no secret of his desire for the job. To be so bluntly snubbed and given what many regard as the jinxed ministerial brief will not endear him to the younger Miliband. Besides there was no reason for Balls and Miliband to be enemies as Blair and Brown were, especially if Miliband had trusted Balls and rewarded with a job he had long coveted. If Miliband was uncomfortable handing his most important role to the volatile Balls though, he should have given it to his wife Cooper. Cooper won the shadow cabinet elections, and therefore had democratic legitimacy as well as the additional merits of youth (only 40 years old and part of the new generation), expertise (she was previously Work and Pensions secretary, a closely related role), intelligence (Harvard educated, a journalist at the Independent) and the fact that she is female. Appointing her to his top job would have sent exactly the right sort of modern, fair message but instead Miliband played it safe. Whilst being Foreign Secretary is an important, prestigious position, shadowing the area is less glamorous and less crucial to the argument defining British politics at the moment; how best to respond to the deficit.

With Johnson’s appointment Miliband signalled that he is planning to stick largely to Alistair Darling’s failed election pledge to halve the deficit in four years. This is disappointing as frankly Labour need a new idea to be championed by their new generation. Ed Miliband needs his equivalent of David Cameron’s “Big Society” and he has an enormous opportunity if he can find his big idea, because voters refuse to buy into the Prime Minister’s. Appointing Johnson though is unlikely to lead to a distinctive, radical or inspiring position on the deficit with credible, imaginative solutions. Yes Johnson is a capable minister, having held high profile jobs as Home Secretary and Health Secretary amongst others, but he has always taken a back seat and kept a low profile. He has shown the capacity to be popular with ordinary voters; with his working class charm often talked about, but lacked the desire or courage to use it. In the past he has passed up opportunities for advancement and you wonder if he is genuinely enthused by the task set him by his new leader and the opportunities to make a real difference to fairness he has, or whether he is merely grimly descending to his task for the sake of previously mentioned, holy party unity.

Forging a successful, coherent and credible economic policy that is also electable is THE challenge facing Labour. The coalition is struggling over issues like universal benefit, tuition fees and the spending reviews. Tension is set to rise, with the NUS leading students to the streets on the 10th November to highlight the backtracking of Lib Dems. The shadow chancellor should be the spearhead of Labour’s new generation, with new ideas gradually forming a fresh vision, one more accessible than Cameron’s “Big Society” and fairer too. He should be prepared to examine ideas like the Robin Hood tax, mansion tax and graduate tax, whilst also backing the more sensible reforms of the coalition, such as a standard benefit payment and lifting the income tax threshold, as long as they are carried out properly. Labour needs to propose ideas for a new sustainable economy that can support essential and modern public services, whilst always striving for growth. It should look at green taxes, green jobs and green industries and offer a new deal with concrete investment. It should be prepared to ring fence areas of spending the Conservatives are set to cripple, whilst being ready to remain credible and a force in the argument by suggesting alternative means of revenue. Labour has to offer the opportunities a modern day, liberal British society craves in a way that can be paid for and delivered on; not the idealistic, vague promises of Cameron’s individualistic rhetoric, which merely serves as a cover for a smaller state, no matter how well intentioned.

Unfortunately I fear that Miliband’s selections for his shadow cabinet and his chancellor in particular, will lead to half baked, over cautious policies that lack the passion for real change. Indeed an incoherent policy on the deficit will lead to policy clashes throughout the party that might give Labour’s new generation an identity crisis. Balls as shadow chancellor would have relished the chance to set out a genuine alternative to the coalition and Miliband would have had to rein him in at times when he was wrong. But ultimately I feel the dynamism glimpsed in the Labour leadership campaign would have been better channelled towards George Osborne than given a bitter, limited home in opposition to Theresa May. Balls is likely to propose tough, populist positions on crime, driven by his resentment at missing out, policies that could undermine his new leader’s courtship of liberal Britain. Cooper too could have been a far more effective weapon against Osborne than Johnson and shall be wasted in her standoff with Hague, on issues like Afghanistan where there is no real disagreement. She also could have been a far better symbol of the new party Miliband is trying to create. Ultimately I can only assume Miliband feared she would be the puppet of her husband and his appointment of an ensemble of women to less important ministerial positions shows that he may not be as pro-women as he likes to make out. His appointment of an unknown to his previous brief as Shadow Energy and Climate Change Secretary also shows a disappointing lack of regard for an issue he led supporters to believe was vital to him, but now may well have proved to be a mere rung on his career ladder. A high profile appointment to this area in his shadow cabinet could have been a signal of intent. Despite my criticisms though it’s possible that the team Ed has chosen, with its mix of his and his brother’s supporters, will offer a unified and passionate opposition. It is wrong to judge before they have set to work, after all the road to the election is a marathon not a sprint, it just might have been possible to set out at a faster pace.

Cameron’s crafted call to arms lacked clarity and substance


David Cameron’s speech to the Conservative party conference in Birmingham yesterday was an accomplished rallying cry and an impassioned response to his critics. Of all the party leader’s speeches during this conference season there is no doubt that Cameron’s was the most polished and technically the best. He stood out as a Prime Minister and appeared like a leader, completing a transformation from head of the Opposition to the most experienced politician in Britain. He sought to counter Ed Miliband’s claim that Labour were the optimists now with his own stirring note of idealism. However in doing so he once again missed an opportunity to spell out his message clearly to the country, opting instead for reams of empty rhetoric that made excellent sound bites but often contradicted each other.

Most strikingly Cameron again tried to explain what he meant by the “Big Society” and again failed catastrophically to render it a reality accessible to voters. In his haste to counter the new Labour leader’s charge of pessimism, Cameron swung dangerously into the realms of wild over optimism. In the speech he simultaneously claimed that his coalition government was both realistic about what it could achieve in power and optimistic about what government could achieve in partnership with the people. In principle this all sounds lovely of course. Of course government should concede it cannot solve everything by decree and ask cooperation from its people, whilst also setting high standards of achievement. In reality though Cameron has no credible claim to the titles of both realist and optimist. He must choose one or the other to define his leadership. He let the tone of his speech tip into an unrealistic optimism, probably due to that desire to stop the Labour revolution in its tracks. He blasted the “cynics” who would pour scorn on his “Big Society” rhetoric and indeed it was a clever ploy from the Prime Minister to call on the people to come to the aid of the nation, with grand, fluffy, empty rhetoric, and offer nothing concrete. Those who criticise Cameron’s speech for its lack of substance will be easily labelled as non-believers, as statists who do not trust the brilliance of the British people. Cameron therefore tried to lay a trap for opponents of the “Big Society”. But there is a reason I continue to put the “Big Society” in inverted commas, and it’s the same reason voters and indeed Conservatives distrust the policy; good idea in principle, but it’ll never work in practice.

Again Cameron failed to articulate what the “Big Society” would actually mean in terms of government policy, besides him praising voluntary organisations in speeches and urging everyone to go out and get involved. Rhetoric and the lifting of restrictions alone will not drastically change people’s behaviour and therefore the country. The kind of society Cameron claims to want, one that rewards contribution and discourages excessive consumption, simply cannot happen without at least some prompting by central government. It is also confusing that Cameron should place such an emphasis on contribution and consumption, areas that would be better suited to alterations in tax policy, when his government has vowed to tackle the deficit predominantly through spending cuts. On the other hand Cameron did make it clear he wanted a state that was better run, more powerful and within the means of government. Again this is sensible in principle, but shockingly for a government claiming to be the “greenest ever”, Cameron simply refused to utter the word “sustainability”.

To have made sustainability a key theme of the speech would have given it greater direction and purpose and clarity. It should also be made a more important plank of his government’s policy agenda. At the moment it is an area that lies wide open for Ed Miliband’s “new generation” to seize upon and exploit. Cameron’s deficit slashing philosophy, he was at pains to point out, was not simply ideological but a necessity. However the public is already convinced that the cuts, whichever party implements them, will be in some way driven by that party’s ideology. An ideology containing the idea of sustainability would be far easier to justify than the abstract notion of the “Big Society”.

Cameron also hinted at a promise that after the pain there will be rewards. He should have placed much greater emphasis on his long term goals and how action now would lead to sustainable rewards in future, but he was perhaps deterred by the short term nature of the coalition. He was also perhaps put off of any mention of “sustainability” because a truly sustainable recovery, that really could end “boom and bust” as Gordon Brown once rashly promised, would require substantial investment now to ensure growth, energy supplies and long lasting jobs. Cameron is simply not prepared to take the gambles required of the “greenest government ever”. His brush with the backlash of child benefits cuts this week has reinforced to him that it is difficult to justify changes of policy, particularly from those promised in manifestos, to the media and electorate. He will therefore not be seen to spend now, even if that spending is necessary because of what he has previously said. So despite the obvious passion and idealism of his speech, his actions as Prime Minister suggest that Cameron is happy for the “Big Society” to remain a vague enigma, which will inspire some, baffle many and prove largely immune to damaging criticism, as critics will remain unsure as to what it is they object to. And if the Prime Minister was truly serious about lifting the burden of debt from our children then he would also use the shield of coalition to act in the “national interest” now to avert a legacy of unalterable climate change for them to inherit.

Ed must not falter as Cameron eyes comfy legacy


I have just finished watching Ed Miliband’s first speech as the new leader of the Labour party. It began with a volley of jokes, of human humour, that must have had many Labour supporters sighing with relief that they at least now had a leader who could smile and appear accessible to the public, following the stoic, grim Scott that preceded him. Indeed the strongest feature of the speech was a man with beliefs and ordinary concerns defining himself, announcing himself to the people of Britain. Here was a reasonable, genuine man the public could relate to but did he have the stature of a leader?

Yesterday elder brother David delivered a rallying cry to his party that had the media scrambling to suggest Labour had picked the wrong Miliband and that David Cameron had been right to fear the Shadow Foreign Secretary the most. Losing by the narrowest of margins, the bouncy figure once derided as Mr Bean and Banana Man looked like a leader, like a man who could be Prime Minister. In contrast Ed can sometimes look like a rabbit caught in the headlights, particularly in the acceptance speech immediately following his victory and again at times today. He can also look a soft geeky presence rather than a strong inspiring one, ready for the challenge of leadership and Opposition.

But David lost for a reason. The elder Miliband was content to ride a wave of guaranteed support to the leadership, with minimal effort. He may have honed his demeanour and conducted himself like a leader, but he did not reach out enough in the necessary ways. He was essentially lazy. He had incredibly strong support and need only had made some minor concessions to the trade unions and supporters of his brother to secure victory. He lost because he refused to break with the past of New Labour in the way that many grass roots voters wanted. He was admirably defiant about New Labour’s positive legacy but made few moves to indicate where the project went wrong and more importantly in which direction he would take it. David did not grab and harness the mood of change.

Ed, like David Cameron and Barack Obama and even Tony Blair, who emerged from almost nowhere to lead their country, did recognise the value of a clean slate, of a breath of fresh air. He recognised that the party knew it had stagnated and the electorate were no longer interested unless it refreshed its ideas, reconnected with its ideals in a new optimistic way. Ed ended his speech by declaring his Labour to be the party of optimism in contrast to Cameron’s cuts. He began his speech talking about a new generation. During his speech we learnt little more about Ed’s policy vision for the party, as he perhaps wisely kept most hands close to his chest, vague and adaptable to the demands of Opposition. However during his campaign Ed’s denouncement of Iraq, and his support for a living wage, AV and a graduate tax, were all bigger indicators of Ed’s Labour party than David was willing to offer. His brother simply didn’t offer the progressive policies that even many in the Labour old guard wanted to see championed now by a new wave of youthful renewal, equal to the challenge of Clegg and Cameron’s Con-Dem coalition.

Following Ed’s triumph though the media have blasted him and he has been labelled a puppet of the unions, “Red Ed”, out of touch with the core middle England vote. He moved quickly to counter these claims with interviews in the Sunday Telegraph and on the Andrew Marr show, saying he would fight for Britain’s “squeezed middle”. Reading the coverage of his victory I noticed that David Cameron had called Ed to congratulate him from Chequers, and warned him that his job would be a tough one. I can’t help but think Cameron would not have been so eager to call, or so superior and wise in his manner, had the more experienced and in his view more threatening elder brother won the contest. Cameron no doubt sees Ed as an easy target and may already be eyeing a second term, free of Lib Dem constraint. “Red ED” will be inexperienced and easy to sideline as an illegitimate Union toy, keen on tax rises and simply not credible on the economy. He also authored Labour’s last, losing election manifesto, and is not as new and fresh as he would make out. Cameron should easily get the better of him at PMQs for a while and any Labour poll leads will prove superficial when 2015 comes around and the coalition has secured economic recovery.

Ed must obviously be cautious that he is not unfairly painted by the Tories and that his policies do not alienate the very voters Labour must win back in the south, the voters who chose Blair in 1997. This accounts for his soothing rhetoric with regards to the middle classes. But Ed must hold his nerve and be bold too and learn the lessons of his leadership victory. He won because he presented a more dynamic vision on policy than his brother. He won with a clear progressive message. He also won because although he may not look like a leader at times he does look genuine, not a fake performer but an actual idealist, committed to what he says, reasonable and pragmatic in his approach and willing to talk about love and compassion in ways other politicians of different generations cannot. He must not tarnish the positive, honest image he is building for himself with the British people by muddling his message. He must not take fright at the newspaper headlines and give out mixed views but continue to pursue the radical, progressive and optimistic agenda that carried him through his campaign. He should not be afraid to take a distinctive stance on the deficit with a different emphasis on tax and other kinds of cuts than those proposed by the coalition, as long as it is credible. He should prove he is a man of his word and not simply a career politician by putting a green economy, green taxes and carbon emissions reductions at the heart of his party’s policy, following his role as Climate Change Secretary. He has the potential to both inspire a new youthful generation on issues of the day such as new politics and global warming and reconnect with the values of older generations on issues like family, Afghanistan and tax. The formation of his Shadow Cabinet in the coming weeks will be the first true test of Ed’s leadership qualities and also be crucial to defining his vision for the party. Whatever his brother decides to do Ed must remain proactive in challenging the establishment as he said in his speech and not budge on his message of a progressive alternative for Britain, regardless of media pressure. Voters will repay passionate consistent calls for change in the long run.
